Twisted Jimmy Savile must have 'spent every minute of every day' thinking about his next sex attack, a leading police officer said today.

Commander Peter Spindler, said the predator - who carried out a 54 year long campaign of sexual abuse across Britain - picked 'the most vulnerable who were least likely to speak out against him'.

He spoke as the Metropolitan Police and the NSPCC released their official report into the DJ's reign of terror, which revealed he carried out an 'unprecedented' level of abuse with up to 450 victims.

Since the paedophile DJ died in October 2011 aged 84, a staggering 214 official crimes have been recorded by 28 police forces , including 34 who claim to have been raped.

Commander Peter Spindler, in charge of the investigation, said: ‘He spent every minute of every waking day thinking about it [abusing children] and whenever the opportunity came along he took it.’

He added that 'cunning' Savile's campaign of sex crimes were 'vast, predatory and opportunistic' and he had effectively 'groomed the nation.'

Today's report states Savile used his celebrity to 'hide in plain sight' while he targeted those as young as eight and sexually assaulted at least 23 on BBC premises in London.

Shockingly, he carried out abuse in at least 14 hospitals including Great Ormond Street and at least one hospice between 1955 and 2009.

The report reveals the paedophile carried out an 'unprecedented' level of abuse but stated 'he had committed sex crimes before he became famous.'

The report branded him one of Britain's worst 'predatory sex offenders', but the document raises huge questions about why he was never caught by police in his lifetime.

One victim said today: 'It feels so good to be free of secrets'.

Compiled by Scotland Yard and the NSPCC, today's report called 'Giving Victims a Voice', also found:

There were 34 rapes and 126 indecent acts on victims aged from eight up to 47

Director of Public Prosecutions Keir Starmer said: 'I would like to take the opportunity to apologise for the shortcomings in the part played by the CPS in these cases.

'If this report and my apology are to serve their full purpose, then this must be seen as a watershed moment.'

Shockingly, the earliest reported offence committed by Savile was in Manchester in 1955, and the final reported allegation was in 2009.

A child protection expert said the number of victims who fell prey to Savile could double, with current figures 'a mere drop in the ocean'.

Mark Williams-Thomas, who presented the original ITV documentary that first exposed Savile as a dangerous sexual predator, said he could have targeted hundreds more victims in his near six decades of abuse.

He said: 'For anybody who works in this area the sheer scale is quite shocking. When you deal with sex offenders they are quite specific in their targeting. What is different with Savile is that there's no specific target in terms of ages or sexes. He ranged from male to female, children to adults. It's truly shocking.

'The offence at the last Top Of The Pops was when he was 79 years old and he was still offending. The first offence was in 1955 and the last in 2009, that's almost 60 years of offending. There could be at least double the number of potential victims, it's a mere drop in the ocean.'

The last known offences was two years before death, when aged 80, and he put his hand up the skirt of 43-year-old female train passenger.

The peak of his predatory attacks was between 1966 and 1976, when he was aged between 40 and 50.

Since Operation Yewtree began on October 5 2012, about 600 people have come forward to provide information to the investigative team.The total number of these relating to Savile is 450.

The significant difference between the number of crime reports and the number of people
who have come forward is due to some people wishing to remain anonymous and others who don’t wish the matter to be reported as a crime or are unable to remember sufficient detail.

Commander Peter Spindler, head of the Met's Specialist Crime Investigations unit, said: 'It paints a stark picture emphasising the tragic consequences of when vulnerability and power collide.

'Savile's offending footprint was vast, predatory and opportunistic. He cannot face justice today but we hope this report gives some comfort to his hundreds of victims, they have been listened to and taken seriously.

'We must use the learning from these shocking events to prevent other children and vulnerable adults being abused in the future. They will get a voice.'

The report states that a large amount of the abuse happened at BBC buildings, including Television Centre in London, where Jim'll Fix it was filmed - between 1965 and 2006 - including an attack during the filming of the last Top Of The Pops.

1973: A 16-year-old female hospital patient was befriended by Savile. He led her to an office where he kissed her, touched her inappropriately and then
subjected her to a sexual assault

1974: Savile took a 14-year-old schoolgirl for a drive in his car and seriously
sexually assaulted her

2009: A 43-year-old woman was sexually assaulted by Savile when he put his hand up her skirt while talking to her on a train journey between Leeds and London

Some were inside studios, others his dressing room and in his camper van in car-park.

Savile gained access to vulnerable children and adults at hospitals using his growing celebrity status and also abused school children after pupils wrote to him with Jim'll Fix It letters.

But the joint report stopped short of pinning any blame on other institutions that may have 'missed past opportunities' to stop Savile.

Downing Street said all the organisations where he attacked victims needed to investigate properly the latest 'appalling' allegations.

'The Prime Minister's view of this is that it is absolutely right that every institution involved gets to the bottom of what has gone on,' David Cameron's official spokesman said.

The BBC today said it was 'appalled' that some of the offences 'were committed on its premises', adding that it 'would like to restate our sincere apology to the victims of these crimes'.

Peter Watt, NSPCC Director of Child Protection Advice and Awareness, who co-authored the report with the Detective Superintendent David Gray, Operation Yewtree's Senior Investigating Officer, said that the scale of Savile's abuse 'simply beggared belief.'

'Savile was 'without doubt one of the most prolific sex offenders we have ever come across,' he said.

'We know from the huge increase in calls to the NSPCC helpline about sexual abuse that the problem did not die with Savile,' said Mr Watt.

'Since the Savile scandal broke we have seen a surge in contacts about child abuse, both past and present, with many victims speaking out for the first time.

'Almost 800 additional children have been protected from abuse because of the publicity around this case prompted people to contact our helpline. We are optimistic that this signals a watershed moment for child protection in this country. We must seize the opportunity if we are to make a lasting change.'

A chance to convict Jimmy Savile for sex offences against three victims when he was alive was missed because police and prosecutors did not take claims seriously enough.

Details of a review of the decision not to prosecute Savile in 2009 by Alison Levitt QC (above), legal adviser to the director of public prosecutions (DPP), were disclosed today.

She found that 'had the police and prosecutors taken a different approach' prosecutions could have been possible in relation to three victims.

Ms Levitt said that there was nothing to suggest the victims had colluded in their stories, or that they were unreliable.

Police and prosecutors treated their claims 'with a degree of caution which was neither justified nor required', she said.

Surrey Police received an allegation in May 2007 that Savile had sexually assaulted a teenage girl at Duncroft Children’s Home in the late 1970s.

In the investigation that followed, two more allegations emerged - the first that in about 1973 Jimmy Savile had sexually assaulted a girl aged about 14 outside Stoke Mandeville Hospital.

The second was that in the 1970s Jimmy Savile had suggested to a girl aged about 17, again at Duncroft, that she perform oral sex on him.

In March 2008, Sussex Police received a complaint that Savile had sexually assaulted a woman in her early twenties in a caravan in Sussex in about 1970.
Surrey Police consulted with the CPS about all four allegations, and in October 2009 it was decided that no prosecution could be brought because the alleged victims would not support police action.

Abuse at Stoke Mandeville Hospital took place between 1965 and 1988, while at Duncroft School, a children's home, the allegations cover a period between 1970 and 1978.

'There is no clear evidence of Savile operating within a paedophile ring although whether he was part of an informal network is part of the continuing investigation,' the report says.

'At Leeds General Infirmary, Broadmoor Hospital and Stoke Mandeville Hospital he was taken at face value as a volunteer and fundraiser, probably because of his growing celebrity status,' the report states.

'Having been accepted at these institutions he gained access to vulnerable children and adults.'

Savile is reported to have committed offences at hospitals around Britain, including one reported case at the famous children's hospital Great Ormond Street in 1971.

A hospital spokeswoman said: 'The contents of this report are clearly extremely distressing for all those involved.

'In regards to the allegation made in connection with our organisation, we were made aware of this by the Metropolitan Police very recently. It relates to an incident in the early 1970s.

'The police have said that they do not intend to investigate further.'

Health Secretary Jeremy Hunt said that investigations should look into whether any NHS employee knew what was going on and turned a blind eye to the abuse.

'The first thing I want to say is that I feel a real sense of shock that this happened over 41 years and these are people who are, by definition, the most vulnerable people in society and this evil man was able to prey on them,' he said.

'Most importantly of all we need to know whether anything needs to change in the procedures that we have now in the NHS in order to be able to reassure the public that NHS organisations are totally safe.'

Detective Superintendent David Gray, from the Met's paedophile unit, said Savile must have thought about his sex offending 'every minute of every waking day'.

Savile has also been accused of committing offences at Saxondale Mental Health Hospital in Nottinghamshire and High Royds Psychiatric Hospital in Leeds.

He is alleged to have committed one offence at each of the hospitals, which have both since closed, in 1971 and 1989 respectively.

A victim has also come forward to say they were abused at Ashworth Hospital High Secure Unit in 1971, according to the report.

Another offence is alleged to have taken place at Wheatfield hospice in Leeds in 1977. The hospice is run by care provider Sue Ryder.

Patients at four psychiatric hospitals, including Broadmoor, have come forward to report incidents.

Savile had his own set of keys to Broadmoor, in Berkshire. He also had an office and flat outside the main building. He has been accused of committing one offence there in 1991.

Royal Devon and Exeter Hospital NHS Foundation Trust is leading an investigation into one offence which is alleged to have taken place at Exeter Hospital in 1970.

Meanwhile, another offence is said to have taken place at St Catherine's Hospital in Birkenhead in 1964

One offence is alleged to have taken place at Portsmouth Royal Hospital, which has since closed, in 1968. Another is said to have taken place at Wycombe General Hospital, which is run by the same trust at Stoke Mandeville.

In 1969, another alleged offence took place at Dewsbury Hospital in West Yorkshire.

The DJ was 'clever enough' to pick on the most vulnerable victims so that they would not speak out.

Allegations against him include 14 offences relating to schools across the country, partly when children had written to him as part of Jim'll Fix It.

Mr Gray said: 'Much as I think Savile could turn up at a hospital and expect to be given a warm welcome, he went to a number of schools because children had written to him.

'His peak offending came with the peak of his success.'

The programme prompted hundreds of people to come forward with claims about decades of abuse.

As many of his attacks were in hospitals, particularly in Yorkshire, they have launched their own investigations into how he got away with it.

Leeds Teaching Hospitals said it would look into any complaints made to police about incidents at Leeds General Infirmary and St James's University Hospital, where Savile worked as a volunteer and fundraiser.

It said it would also investigate information given directly to the Trust about this 'extremely distressing subject'.

A spokesman for the Leeds Teaching Hospitals NHS Trust said: 'In early December, the Trust published the terms of reference for its internal investigation into matters relating to Jimmy Savile's long-standing involvement with the Leeds Teaching Hospitals as a volunteer and fundraiser.

'This will be a thorough and detailed piece of work and will be carried out in conjunction with parallel investigations by the Department of Health and other NHS trusts. Work is now under way and we expect our report will be ready towards the end of this year.

'As part of this work our panel will look at approaches from people who have contacted the Trust directly to share information on this extremely distressing subject.

'The panel will also examine in detail any information the police pass to us about incidents reported to them at Leeds General Infirmary and St James's University Hospital.'

During a press briefing this morning, Peter Saunders, from the National Association for People Abused in Childhood (Napac), said he was told that Lord Patten had turned down plans to set up a helpline for potential victims, as suggested by Mr Entwistle.

The BBC Trust issued a statement to say: “This is not an accurate account of events. The BBC worked with, and took advice from, both the NSPCC and Napac in the immediate aftermath of the Savile revelations.

'Initial discussions were held with both organisations around the need for a dedicated hotline for victims, which would have been run by NSPCC with the assistance of Napac.

'The chairman of the NSPCC told Lord Patten that he believed that there was no need for the BBC to establish a separate hotline as he was confident that they were fully able to deal with the volume of calls.

'Lord Patten never dismissed the idea. Although Napac would still have preferred to launch a new helpline, the BBC decided not to proceed following further discussions with both charities.'

Victims of the abuse hope the publication of the report with help close bring them justice.

Liz Dux, from Slater and Gordon Solicitors, who is representing many of the victims, told BBC News: 'Operation Yewtree has given them validity.

'For many of them they have been able to give their statement for the first time in circumstances where they have been dealt with sensitively and they have been believed.

'This has been a very cathartic process for them. Now that the report is out they hope that they can move on to the inquiries, hope that the inquiries are dealt with as swiftly as possible, and that the civil claims will be concluded and that they can get on with the rest of their lives.'

Wheelchair-bound victim Caroline Moore, 54, spoke of her shock today at the report's findings.

She was recovering from an operation on her spine in the children's ward at Stoke Mandeville Hospital in Aylesbury, Bucks, in 1971, when Savile kissed in a corridor.

The schoolgirl, just 13 at the time, was left shaken by the assault but said she was too scared to tell the authorities.

She said: 'I'm absolutely shocked that it has been going on for this long and that there are so many victims.

‘It's scary that so many people knew and yet said nothing. There are still so many unanswered questions. I can't believe that he was allowed into the places that he was.

‘The authorities need to get their act together and make sure nothing like this can happen in the future.

‘A lot of people should be ashamed of themselves.’

Another victim, Kevin Cook who was abused by the TV host aged nine when he visited the BBC for Jim’ll Fix It said of today’s report: ‘I'm shocked by the amount and the time it's gone on and the amount that's gone on. I'm lost for words.’

And Sylvia Edwards, who said she was assaulted by Savile as he presented Top of the Pops in the 1970s, when she was 18, told the broadcaster: ‘I'm glad that it's all coming out because people knew about it and they just didn't do anything. I'm glad that a lot more people have come forward.’

The investigation into Savile's abuse - Operation Yewtree - has been separated into three strands: allegations involving Savile, those involving Savile and others, and those involving others.

So far detectives working on the inquiry have questioned ten people, including comedians Jim Davidson and Freddie Starr, DJ Dave Lee Travis and PR guru Max Clifford. They all deny any wrongdoing.

По данным полиции, педофил-"рекордсмен" Джеймс Сэвил совершил за 60 лет порядка 450 нападений на девочек и женщин. Самым маленьким его жертвам на тот момент было всего восемь лет. А 23 преступных эпизода произошли прямо в стенах телерадиокомпании BBC, где Сэвил работал.

Еще 14 нападений на сексуальной почве совершены телеведущим на территории больниц, тюрем и даже в хосписе в период с 1955-го по 2009 годы.

Обнародовавший эту статистику в пятницу офицер полиции Питер Спиндлер назвал покойного шоумена маньяком, который "растлил домогательствами всю британскую нацию".

"Несомненно, Сэвил был одним из самых активных сексуальных преступников, с которыми нам приходилось сталкиваться", - говорит директор Отдела информации Национального общества по борьбе с жестоким обращением с детьми (NSPCC) Питер Уотт.

В Скотленд-Ярде пришли к выводу, что преступления Джеймс Сэвил совершал еще до того, как стал знаменитым. Но потом пришедшая к нему слава помогала оставаться безнаказанным.

Наибольшую сексуальную активность маньяк демонстрировал в 1966 - 1976 годах. На этот период приходится 34 изнасилования и 126 случаев домогательств с его стороны. 73 процента пострадавших от действий Джеймса Сэвила были в тот момент несовершеннолетними, а весь диапазон жертв ограничен возрастом в 8 и 47 лет.

Некоторые нападения Сэвил совершал в телевизионном центре BBC в Лондоне. Одно из них произошло прямо на съемках последней программы цикла "Самые популярные" (Top of the Pops) летом 2006 года.

"Преступления Сэвила носят широкий, дерзкий и циничный характер, - подытожил Питер Спиндлер. - Сейчас его уже нельзя привлечь к ответственности, но мы надеемся, что результаты расследования принесут хоть какое-то удовлетворение сотням его жертв".

Полицейский считает, что это послужит важным уроком на будущее и научит людей не скрывать факты преступлений.

Скандал с разоблачением педофила Джеймса Сэвила уже привел к росту числа обращений в полицию и общественные организации, занимающиеся защитой прав детей. NSPCC удалось выявить 800 новых преступлений в этой сфере.

Видимо, уже тогда у чиновников были основания для уголовного преследования престарелого шоумена. В частности, заявления на Сэвила еще при его жизни поступали в полицейские участки графств Суррей и Сассекс, а также в полицию Лондона и Джерси. Но к аресту телеведущего это не привело.

Лишь через год после его смерти на канале ITV1 была показана документальная программа про "тайную вторую жизнь" Джеймса Сэвила. Тогда же с экранов телевизоров прозвучал призыв ко всем жертвам педофила не таиться и рассказать о себе.

Добавим, что тогда Джеймса Сэвила подозревали в связях и с другими педофилами. В частности, полиция арестовала певца Гарри Глиттера, который вместе с диджеем якобы насиловал девочек в гримерной BBC.

Через несколько дней, 1 ноября 2012 года, был задержан и комедийный актер Фредди Старр. Потом его выпустили под залог.

Волна арестов в индустрии развлечений продолжилась и в новом году. 2 января был схвачен 53-летний бывший телеведущий Джим Дэвидсон. Его обвинили в изнасиловании сразу две женщины.

Всего 1% дел об изнасилованиях заканчиваются обвинительными приговорами

Согласно статистике, опубликованной министерством юстиции Великобритании, каждая пятая женщина в Англии и Уэльсе подвергалась сексуальным нападениям в 2012 году.

Данные за четыре последних года показывают, что ежегодно в стране совершается 69 тысяч преступлений сексуального характера в отношении женщин и 9 тысяч - в отношении мужчин, пишет газета The Guardian.

При этом ежегодно выносится лишь 1 070 обвинительных приговоров по данной категории дел (1,37 процента).

О как! Прокуратура принесла извинения! Вот теперь нужно установить конкретные имена и фамилии прокуроров которые замяли дело, провести расследование и их судить. Но уверен что это не будет сделано...
