Cabinet approves loyalty oath, but only for non-Jewish new citizens
Amendment to Law of Citizenship would require any non-Jew seeking citizenship to pledge allegiance to Israel as a 'Jewish and democratic state.'

Cabinet ministers on Sunday approved by a majority vote a controversial proposal which would require every non-Jew wishing to become a citizen of Israel to pledge loyalty to "the State of Israel as a Jewish and democratic state."

Twenty-two ministers voted in favor of the proposal, including most of Likud, Shas and Yisrael Beiteinu. Eight ministers were opposed, five of them from the Labor Party and three - Benny Begin, Dan Meridor and Michael Eitan - from Prime Minister Benjamin Netanyahu's Likud.

The divided cabinet spent hours deliberating Justice Minister Ya'akov Ne'eman's proposed amendment to the Law of Citizenship ahead of the vote, including a proposal by Ne'eman himself that the pledge apply to Jews and non-Jews alike.

Defense Minister and Labor Party Chairman Ehud Barak warned earlier Sunday that he would vote against the proposal unless the cabinet agreed to include in the draft an allusion to Israel's Declaration of Independence.

Neither of those amendments was included in the final draft passed by cabinet.

As the cabinet began its deliberations Sunday, Netanyahu reiterated his support for the proposal. "The State of Israel is the national state of the Jewish people and it is a democratic state for all its citizenship," he said. "Jews and non-Jews enjoy equality and full rights."

"Unfortunately, there are many today who tried to blur not only the unique connection of the Jewish people to its homeland, but also the connection of the Jewish people to its state," Netanyahu added.

"Democracy is the soul of Israel and we cannot do without it. No one can preach democracy or enlightenment to us," Netanyahu added. "Zionism established an exemplary national state, a state that balances between the national needs of our people and the individual rights or every citizen in the country."

"There is no other democracy in the Middle East," he declared. "There is no other Jewish state in the world. The combination of these two lofty values expresses the foundation of our national life and anyone who would like to join us needs to recognize this."

Netanyahu's Labor coalition partners believe that his support for the loyalty oath is a sop to Foreign Minister Avigdor Lieberman, aimed at winning his Yisrael Beiteinu party's support for an extension on a settlement construction freeze that expired late last month. The U.S. and EU have urged Israel to extend the construction freeze, and Palestinian President Mahmoud Abbas has warned that he will quit the current round of peace talks if the moratorium on new building in the West Bank is allowed to expire.

С одной стороны, вроде ничего такого страшного в этой присяге нет. Ну декларирует кандидат на получение израильского гражданства свою лояльность к государству. Ну и что? Немного напыщенно конечно и непонятно зачем это нужно, раньше то обходились без этой присяги. Но в принципе проходит - гражданин обязан соблюдать законы государства (хотя это и очевидно).

Но есть один ма-аленький проблем: расизм. Кандидатов на получение израильского гражданства дискриминируют по национальному признаку. Кандидаты-евреи получают гражданство автоматически, без всяких условий, никакую присягу не дают. А кандидаты-неевреи обязаны присягнуть. А когда к людям предъявляют различные требования взависимости от их национальности - это расизм.

Time to stick it again to the Arabs
There's only reason one for setting forth the loyalty law − and on the memorial day for those killed by the police during the October 2000 disturbances − and for the MKS provocative tours through Silwan.

Underneath everything is hatred - hatred and contempt for Arabs. The ideology of the right has been dead for some time, nothing of its former glory remains; primeval emotions are now its true driving force. This is what is behind the right wing's nationalist laws and its so-called "peace." Lurking beneath all the unpretty words are not just political considerations, but a lack of any systematic ideas - only dark and dangerous instincts.

Hate crimes "occur when a perpetrator targets a victim because of his or her perceived membership in a certain social group, usually defined by racial group, religion, sexual orientation, disability, class, ethnicity, nationality, age, gender, gender identity or political affiliation" (according to Wikipedia, quoting Rebecca Stotzer ). Most hate crimes are aimed at members of minority groups, and it's the same with Israel's latest proposed legislation.

Don't be led astray by pseudo ideas. True, they do not lack loathing, racism and nationalism, but at bottom lies hatred for Arabs. From Prime Minister Benjamin Netanyahu to MK Danny Danon, from Foreign Minister Avigdor Lieberman to MK Anastassia Michaeli, from MK Michael Ben Ari to MK Yaakov Katz - all of them are Arab haters, whether openly or not. Most of them have never even met an Arab, but they know everything about them. Not one of them has even begun to think of Arabs as being equal to Jews.

Netanyahu cloaks his hatred and condescension with cloying love of the nation, Katz with hollow love of the land. But love has nothing to do with it. The only thing they are trying to do is obscure its opposite. Behind their initiatives, wrapped in the flags of the Jewish nation, their hatred and perceived lordship seethes. They know, to their chagrin, that the Arabs will remain here for all time, despite all the measures being taken against them. The only explanation for these lawmakers' actions is that they are giving vent to their heart's desire.

Do they think their hate laws will alter the Arab people's consciousness? That the Arabs will declare "loyalty" to Israel and then be loyal? That this will prevent them from marking the Nakba and transform them into Zionists? Their homes will be demolished and they will be bond servants? They will recognize the state as Jewish and forgo their aspirations?

The newly installed Border Police checkpoints in Lod (and not in crime-ridden Netanya, for example ) and the demolition of homes in the Bedouin village of al-Arakib (and not in the settler outposts ) are only two examples of this approach. Instead of addressing the problems that gave rise to the Bedouin housing crunch and to the crime in Lod, we see only the use of force - the proper way to treat Arabs.

No one would express such abhorrence for MK Hanin Zuabi (who was aboard the Gaza-bound flotilla ) if she were not an Arab. The only reason for setting forth the loyalty law - and on the memorial day for those killed by the police during the October 2000 disturbances - and for the MKS provocative tours through Silwan, the Arab village adjacent to Jerusalem's Old City, is to stick it again to the Arabs. We will embitter their lives, make things bad for them, and the worse off they are the better off we will be. Sounds simplistic? It is, but all the rest is meaningless.

Repressive force is the primary means used by the government against the Arabs in Israel and the Palestinians in the territories. The police, the army, the Shin Bet security service and the Border Police are the government's principal agents in these sectors. The right wing believes force will preserve the occupation and prevent the Arabs of Israel from rising up; but above all, it will hurt them. And that is a pathological approach. It is not only generated by hatred, it also fuels hatred among its victims. In the end, it will be self-fulfilling and the Arabs of Israel really will rise up in revolt. So besides being amoral, this ethnic hatred is also not very smart.

All that remains from the doctrine set forth by Ze'ev Jabotinsky and Menachem Begin, which contains liberal and democratic elements, is hatred. Begin has morphed into MK Miri Regev. There is no agenda, no vision. Try to find out what the right expects to see in another decade; all that remains is their loathing of the Arabs. That is the right's problem. The problem of the other camp, if it still exists, is that it has no one who can stop the right.

Manifestations of hatred are received with sympathy or indifference, even by those who should be standing in the breach: the opposition, the media and the education and judicial systems.

The damage the right wing is inflicting upon us will linger for many years after it leaves office. It's hard to uproot hatred that has been planted so deeply. The right may not be leading us anywhere, but the garbage it is spreading in the meantime is piling up higher and higher.

Justice Minister Yaakov Neeman has reportedly said he will not remain in the cabinet if a bill requiring naturalized citizens to pledge allegiance to Israel as a Jewish and democratic state does not pass.

But a head count by Haaretz reveals that currently, there is no Knesset majority for the bill: Only 56 of the 120 MKs support it. Its passage will thus depend on Prime Minister Benjamin Netanyahu's ability to strong-arm MKs who currently oppose it into switching their vote.

Neeman made his reported comment at a closed meeting with Cabinet Secretary Zvi Hauser, Public Diplomacy Minister Yuli Edelstein and coalition chairman Zeev Elkin to discuss the exact wording of the bill, following Netanyahu's decision on Monday that the pledge should be required of all new citizens, Jews and non-Jews alike, as Neeman had wanted. This is a change from last week's cabinet decision that would have required the oath only of non-Jewish naturalized citizens.

Edelstein and Elkin, both immigrants from the former Soviet Union, told Neeman at the meeting that they won't support the bill in its new form, as it discriminates between Jews born in Israel and Jews who immigrate under the Law of Return. That would undermine the point of the Law of Return, which was to treat any Jew who moves here as the equal of someone born here, they argued.

Neeman spent most of Tuesday in feverish negotiations to find a wording that would enjoy the broadest possible support in the cabinet. In particular, he wants to find wording that Michael Eitan, Benny Begin and Dan Meridor - the three Likud party ministers who voted against the bill last week - can support.

But the Labor Party has already announced that it will oppose the revised bill, as has United Torah Judaism and the entire opposition, including the right-wing National Union. That leaves the coalition without enough votes to pass it.

Moreover, it is not yet clear that even Shas and Yisrael Beiteinu will support the revised version. Neither party has yet enunciated its position, but both parties' leaders - Interior Minister Eli Yishai and Foreign Minister Avigdor Lieberman, respectively - voted against Neeman's proposal to require the oath of Jews and non-Jews alike when he first raised it at last week's cabinet meeting.

The revised version is likely to be particularly problematic for Shas, which, like UTJ, is an ultra-Orthodox party. UTJ MK Moshe Gafni told Haaretz on Monday that he opposes the bill, in part because of the religious objection to Jews swearing any kind of oath. That reason would presumably apply to Shas as well.

As for Yisrael Beiteinu, it is the party that initially proposed and pushed the bill. But a sizable proportion of its voters are immigrants from the former Soviet Union, and it may therefore be sensitive to the claim made by Edelstein and Elkin that the new version discriminates against immigrants.

Meanwhile, in response to the loyalty oath and other bills sponsored by Yisrael Beiteinu that allegedly discriminate against Israeli Arabs, a conference against "racist legislative initiatives" was held at the Knesset yesterday, with dozens of academics, social activists and MKs in attendance. The conference was organized by MKs Shlomo Molla (Kadima ) and Dov Khenin (Hadash ), among others.
