Sarkozy demande à Israël le gel total de la colonisation
Le président Nicolas Sarkozy a demandé à Israël, mercredi 24 juin, "le gel total" de la colonisation dans les territoires palestiniens, lors d'un entretien à l'Elysée avec le premier ministre israélien, Benyamin Nétanyahou.

"Le président de la République a appelé Israël à prendre, sans attendre, toutes les mesures possibles pour encourager la confiance" avec les Palestiniens, "à commencer par le gel total des activités de colonisation, ainsi que l'amélioration décisive des accès et mouvements pour les populations civiles palestiniennes", indique la présidence française.

Le premier ministre israélien a été reçu par le chef de l'Etat pendant plus d'une heure. Avant de se rendre à Paris, M. Nétanyahou était allé à Rome pour y rencontrer son homologue, Silvio Berlusconi, qu'il a rallié à la plupart de ses vues sur les questions palestinienne et iranienne. Il s'agit de son premier déplacement officiel en Europe depuis son accession au poste de chef du gouvernement de l'Etat hébreu.

TRIESTE, Italy (Reuters) - Following are highlights of the text of the final draft statement by Group of Eight foreign ministers meeting on Friday in the northern Italian city of Trieste.

IRAN POST-ELECTION VIOLENCE

"We deplore post-electoral violence, which led to the loss of lives of Iranian civilians, and urge Iran to respect fundamental human rights, including freedom of expression as ensured by the international treaties it has ratified.

"The crisis should be settled soon through democratic dialogue and peaceful means on the basis of the rule of law. We call on the Iranian government to guarantee that the will of the Iranian people is reflected in the electoral process.

"At the same time, we remain deeply concerned over the proliferation risks posed by Iran's nuclear programme. We recognise that Iran has the right to a civilian nuclear programme, but that comes with the responsibility to restore confidence in the exclusively peaceful nature of its nuclear activities."

MIDDLE EAST

"We also call on both parties to fulfil their obligations under the road map, including a freeze in settlement activity (as well as their "natural growth") and an unequivocal end to violence and terrorism.

"We call on all parties to re-enter direct negotiations on all standing issues consistent with the road map, the relevant UNSC resolutions and the Madrid principles...

"We support the proposal of the Russian Federation to convene, in consultation with the Quartet and the Parties, an international conference on the Middle East peace process in Moscow in 2009."


NORTH KOREA (DPRK)

"We condemn in the strongest terms the nuclear test conducted on 25 May in violation of UNSC resolution 1718 and the rocket launch of 5 April which constitute a threat to regional peace and stability.

"We urge DPRK to fulfil its obligations under relevant UNSC Resolutions, to abandon all nuclear weapons and existing nuclear programmes as well as ballistic missile programmes, which affect international security, and to return to full compliance with its international obligations."

MYANMAR

"We are deeply concerned about recent developments. A real process of dialogue and national reconciliation is needed, with the full participation of representatives of all political parties and ethnic groups, leading to transparent, fair and democratic multiparty elections."

PIRACY

"We are seriously concerned about the increasing threat of piracy off the Gulf of Aden and the Eastern coast of Africa ... Aiming at preventing pirates from achieving their goals, we recognise among others the need to cooperate at international level in order to ensure the development of adequate legal frameworks to fight piracy and other maritime-related crimes, to explore ways of tracking and freezing pirates' assets, and to consider measures of shipping self protection."

WEST AFRICA

"Several states of West Africa are emerging from conflict and political stabilisation processes in some parts of the region remain fragile ... As one consequence, we are witnessing an increase in worrying phenomena such as terrorism, maritime insecurity and illegal activities (trafficking in drugs, small weapons and human beings, and kidnapping for ransom). In that regard, we are particularly concerned about the actions of Al Qaida in the Sahel region, including hostage taking of foreigners, and totally condemn the recent assassination of a British tourist."

Palestinians reject any Israel-U.S. settlement deal

RAMALLAH, West Bank (Reuters) - Palestinians reject any deal between Israel and the United States that would allow even limited Jewish settlement construction in the occupied West Bank, a top Palestinian negotiator said Sunday.

"There are no middle-ground solutions for the settlement issue: either settlement activity stops or it doesn't stop," Saeb Erekat told Voice of Palestine radio.

Erekat said Palestinian President Mahmoud Abbas expressed that message in a letter Saturday to U.S. President Barack Obama.

Erekat was responding to reports Israel and the United States were discussing a compromise that would allow some building in existing settlements under what Israel terms "natural growth" to accommodate expanding families.

A U.S. official denied Wednesday a report in the Israeli daily Maariv that the Obama administration agreed work could continue on 2,500 housing units whose construction had begun, despite its call for a total freeze to spur peace efforts.

The report followed talks in London last week between George Mitchell, Obama's special Middle East envoy, and Israeli Defense Minister Ehud Barak aimed at healing a rift over continued settlement activity.

The U.S. State Department said Mitchell was expected in the region "soon" for talks with Israeli and Palestinian officials.

Barak has been seeking a deal with the United States that would include initial steps by Arab states to normalize relations with Israel in return for limiting settlement activity.

PEACE TALKS

Israeli Prime Minister Benjamin Netanyahu Sunday renewed his call for Abbas to resume peace talks, telling his cabinet, "there is no reason for us not to meet anywhere in Israel."

In separate remarks, Netanyahu said Palestinians "must finally abandon the demand" to resettle families of hundreds of thousands of refugees of a 1948 war over Israel's establishment, which he said could "undermine" the Jewish state's existence.

Addressing a memorial to the founder of Zionism, Netanyahu reiterated demands for Palestinians to explicitly recognize Israel as a Jewish state, calling this "the key to peace."

Palestinians have said they would not revive stalled peace talks with Israel unless its settlement activities stopped, that they have recognized Israel under past interim peace deals and that refugees must be compensated or resettled.

"If settlement continues Israel will be allowed to build one thousand units here and two thousand units there, which will lead Arabs and Palestinians to believe that the American administration is incapable of swaying Israel to halt its settlement activities," Erekat told the radio.

"The message is clear: settlements should stop immediately."

Some 500,000 Israelis live in the West Bank and Arab East Jerusalem, areas Israel captured in a 1967 war. Palestinians say Jewish settlements, deemed illegal by the World Court, would deny them a viable and contiguous state.

Western officials said the United States was moving in the direction of making allowances so Israel could finish off at least some existing projects which are close to completion.

Israel estimates 2,500 units are in the process of being built, but under U.S. pressure, Netanyahu has pledged not to build any new settlements in the West Bank.

Study: Settlements get more state funding than Israeli cities

Jewish settlements in the West Bank get significantly bigger slice of Israeli government financial help than municipalities in Israel itself, according to a study published on Tuesday.

The settler population is also growing more than three times faster than the population of Israel proper, says the report, which traces the development of Jewish settlements since the 1967 Six-Day War.

The United States is calling on Israel to freeze all settlement activity so that stalled talks can resume with the Palestinians on a comprehensive peace deal that would determine the fate of settlements in a land-for-peace swap.

"While Israeli municipalities as a whole receive 34.7 percent of their income from [the government] and obtain another 64.3 percent from their own income, settlement municipalities obtain 57 percent from the [government], and only 42.8 percent from their own income," the study found.

Israel's government "allocates 4.1 percent its total budget for municipalities to settlements, although they constitute just 3.1 percent of the total Israeli population", the report adds.

The study by the Macro Center of the Israeli European Policy Network is entitled "Historical Political and Economic Impact of Jewish Settlements in the Occupied Territories."

It assesses the value of all buildings in the settlements, some of them commuter communities with no industry on-site to provide a significant source of revenue, at about $18 billion.

"Not only do settlements distort priorities of the Israeli government's decision-making process on economic, political and social issues -- the government of Israel proactively funds more than half of their existence too," said director Roby Nathanson.

The study's analysis shows that the hey-day of settlement construction was between 1977 and 1983, under the late Prime Minister Menachem Begin, when more than 56 percent of settlements were built.

"Settlement activity declined dramatically after 1985," it states. In the first decade after 1967 it was limited to areas of sparse Palestinian population but later spread to areas of dense Palestinian settlement.

The bulk of construction is residential, mostly three to four-room dwellings. The total Jewish population reached 276,045 by the end of 2007 and at median age of 20 it is the youngest of any segment of the Israeli population.

"In the past 20 years, despite ongoing peace negotiations, the population of settlers in the West Bank has more than doubled, at a growth rate much higher than that of the general Israeli population," says the report.

"This increase could not have been achieved without the active support of all of the Israeli governments in this period," the study concluded.

Palestinians: Settlers cut down 40 olive trees in West Bank fresh rampage

Settlers rampaged in the West Bank for a second straight day on Tuesday, cutting down some 40 olive trees belonging to Palestinian farmers in the village of Burin, said Mayor Ali Eid.

The Israel Defense Forces said it received reports of the rampage, but by the time troops arrived, the settlers had fled.

Extremist settlers often vandalize Palestinian property to protest Israel's removal of small, illegal outposts in the West Bank - a tactic they call "the price tag."

Police on Monday evacuated three illegal structures in various West Bank outposts. In response, settlers torched Palestinian olive groves, threw stones at Palestinian cars and blocked roads around the West Bank.

Two Palestinians were lightly hurt, as were a soldier and a settler; five settlers were arrested.

Meanwhile, a settler was lightly wounded on Tuesday in a clash with Israeli police officers near the West Bank settlement of Bat Ayin.

The incident occurred after police came to the settlement in order to arrest two people suspected of disorderly conduct. Following the arrest, a number of settlers tried to halt the police officers' departure from the settlement.

An altercation subsequently broke out between security forces at the scene and the settlers, in which one of the settlers was lightly wounded. Another settler was arrested after he threatened a senior Israel Defense Forces officer who was at the site.

United Nations Secretary-General Ban Ki-moon on Wednesday urged Israel to freeze all forms of settlement activity, adding increasing international pressure following a call from the United States earlier this week to cease construction in East Jerusalem.

"I urge the government of Israel to commit fully to its obligations, including to freeze settlement activity and natural growth," said Ban in a message to a United Nations meeting in Geneva on the Middle East.

"If Israel continues settlement activity, it will not only be acting contrary to international law but also to a strong international consensus," he said.

State Department officials met with Ambassador Michael Oren over the weekend to advise him that an Israeli construction project in East Jerusalem developed by American millionaire Irving Moskowitz should not go ahead.

Moskowitz, an influential supporter of Israeli settlement in East Jerusalem, purchased the Shepherd Hotel in 1985 and plans to tear it down and build housing units in its place. The hotel is located near a government compound that includes several government ministries and the national police headquarters.

The approval, granted by the Jerusalem municipality earlier this month, allows for the construction of 20 apartments plus a three-level underground parking lot.

In response, Oren told the State Department that Israeli construction in East Jerusalem was no different than in any other part of the country.

Netanyahu said the following day that Israel's sovereignty over Jerusalem was "indisputable" and that he would not allow citizens to be forbidden property purchases in any part of the city.

In his message on Wednesday, Ban said that an agreement by Israel to freeze settlement activity would "facilitate a new environment of cooperation and common purpose from the countries in the region."

The international community considers Jewish neighborhoods in the east of the city to be settlements and an obstacle to Israeli-Palestinian peacemaking. The European Union and Russia this week warned Israel that activity there was destroying the peace process.

Israel regards communities in East Jerusalem, annexed during the 1967 Six-Day war, to be a legitimate part of the state and views with distinction that area from the West Bank.

The U.S., on the other hand, claims it has made clear to Netanyahu that it sees East Jerusalem as an issue that should be left to "permanent status" negotiations, and has said any activity there could prejudice a final agreement between Israel and the Palestinians.

Строительство на оккупированных территориях? Да, но в пригороде Иерусалима. В любой момент можно объявить Гило неотъемлемой частью Иерусалима. А Иерусалим, как известно, единая и неделимая столица Израиля на вечные времена. А это святое. Посмотрим, сможет ли Обама покуситься на святое, хватит ли у него духа.

Если нет - тогда дело в шляпе. Если нам можно строить новое жильё на оккупированных территориях в Гило, то значит нам можно строить новое жильё в любой точке на оккупированных территориях. Нет никакой разницы в статусе Гило и всего Западного Берега.

If there is anything that irks the White House more than news from the American consulate in Jerusalem about new West Bank settlements, it is a newspaper report on a new neighborhood in East Jerusalem.

Thus when U.S. Middle East envoy George Mitchell spoke with Prime Minister Benjamin Netanyahu's envoy, Yitzhak Molcho, on Monday about a new construction project in Jerusalem's Gilo neighborhood, which is beyond the 1967 lines, Mitchell was hoping to settle the matter quietly.

He knows what happens in Ramallah, Cairo and Amman when a headline indicates a change in the status quo in this city, which evokes greater sensitivities than any other in the Arab-Israeli conflict. So whose interest was served when, a matter of hours after the meeting, news about the project made headlines in Yedioth Ahronoth?

This is not the first time, and in all probability won't be the last, that Netanyahu has enlisted East Jerusalem in his political battles. Less than six months ago, it was the Shepherd Hotel project in East Jerusalem's Sheikh Jarrah neighborhood. Now, it is Gilo. And others are certain to follow.

In the case of the Shepherd Hotel, the prime minister contended that it was private property, and therefore, he would not be able to intervene in the planning and construction process even if he wanted to do so. In the case of Gilo, Netanyahu can't use the same excuse, as the hundreds of new apartments are planned for a site owned by the state's Israel Lands Administration. But this time, the prime minister is not trying to hide behind excuses. Instead, he is pulling out the doomsday weapon: "United Jerusalem is the eternal capital of Israel."

When U.S. President Barack Obama insists on a construction freeze in the West Bank settlement of Ofra, and even refuses to be moved by stories about "natural growth," Netanyahu ducks for cover. But when a foreign leader, even the leader of the world's greatest superpower, dares to touch a Jewish neighborhood in Jerusalem, the prime minister goes on the offensive. Gilo and other Jerusalem neighborhoods beyond the Green Line have been at the heart of the Israeli consensus for many years. Their residents vote in no small numbers for the Labor Party or parties to Labor's left.

If to Israelis, "what goes for East Jerusalem goes for Tel Aviv," as Netanyahu says, then as far as the Palestinians are concerned, "what goes for East Jerusalem goes for Ramallah," as Palestinian Authority President Mahmoud Abbas says. A freeze on Jewish construction in East Jerusalem therefore was and remains the key to the peace process.

During his last term as prime minister, Netanyahu rebuffed Arab protests over the building of Jerusalem's Har Homa neighborhood, east of Gilo, as well as American requests to delay the project. He learned that in the battle over Jerusalem, he could even overpower a successful president like Bill Clinton. Today, he senses Obama's weakness - so he is inviting the U.S. president for another round.

Снова, для тех кто не знает. Ma'ale Adumim - это город, недалеко от Иерусалима, представляющий собой еврейское поселение находящееся на оккупированных территориях.

Глупо дискутировать Smile, коль реальность очевидна . С Маале Адумим аналагочно. Если муниципалитет этого пригорода упразднят, что со всех точек зрения логично ( об этом уже очень долго идет речь), то этот "город" в район Иерусалима превратится. Забугорнов, соглашайтесь пока не поздно на "пригород" Smile, пока Маале Адумим вообще в район превратился.
К слову, проще отторгнуть в качестве уступки П. Зеев и Н. Яков, если эти названия Вам хоть что-то говорят. Посмотрите карту, поймете насколько это легче чем Гило.

Забугорнов, суть еще и как изменится, если упразднить и перименовать. Потом только и останется, статьи из сетьевой энциклопедии оппонентам показывать. Пойдет строительство....Бизнес.... Ему в угоду политический курс заинтересованных сторон.
Забугорнов, знаете, кто поставлял сборные дома для строительства районов Маале Адумим?

Отторгнуть в данном случае от Израиля, естествнно Smile. И таким образом сделать уступку Нетаниягу Smile (Сейчас понятнее? Smile)
У Израиля такая задача: построить огромные "пригороды", потом поглядеть вот сюда http://en.wikipedia.org/wiki/Gilo, как это делаете Вы, устыдиться, что считали это а) районом Иерусалима- единой и неделимой столицы, узнать, что б) Иерусалим вовсе не столица (Забугорнов, честно, какой город- столица Израиля?: и каких
границах Confused) .
Если в границах 1967, о которых упоминаете, сможете хотя бы примерно, не подглядывая в сеть (книги Вы вряд ли на эту тему имеете) , ее провести? Smile Отделить пригороды- поселения от "делимой столицы". Интересно, как Вы с Абу Тором разделаетесь Smile и кому, например, могила Каифы достанется и акведук Smile.
Вы, надеюсь отриентируетесь на местности. Описываемые мной места зрительно себе представляете? А авторы Ваших ссылок про пригороды ? Smile

Не передёргивайте, речь идёт о фактах и событиях которые изложены в Википедии, а не о показе чего-либо оппонентам. Нет, не знаю, и кто же поставлял эти сборные дома? Неужели Штаты? Или Франция?

Сумбур какой-то.... Ву вообще о чём? О задачах Израиля? О том, как отделить/отторгнуть или освободить оккупированные территории? О том, где именно проходит граница 1967 года?

Или просто задаёте произвольные вопросы, вроде бы по теме, чтобы отклониться в ту или иную сторону и уйти от обсуждения сути дела?
