Местные жители подтвердили: в Мумбаи были террористы из Пакистана

Как пишет The Observer, воскресное приложение к The Guardian, в ходе журналистского расследования удалось установить, что единственный выживший из совершивших нападение на Мумбаи действительно является уроженцем деревни Фаридкот, что в округе Окара пакистанского штата Пенджаб.

Террорист по имени Аджмал Амир Касаб, содержащийся под усиленной охраной, дал показания, что он родился в деревне Фаридкот, штат Пенджаб, сообщает корреспондент Саид Шах. Также он сообщил, что его мать зовут Нур, а имя отца - Мухмаммед Амир. В то же время на прошлой неделе пакистанская сторона поставила под сомнение эти сведения, оказавшие предсказуемый эффект разорвавшейся бомбы на двусторонние отношения.

Журналистам The Observer удалось получить избирательные списки деревни Фаридкот. Там действительно значатся Мухаммед Амир и его супруга Нур Элахи. В распоряжение редакции попали и номера их удостоверений личности. По адресу, указанному в документах, избирательной комиссии проживает человек по имени Султан. Он назвал себя тестем Мухаммеда Амира.

Житель деревни, чье имя не может быть названо из соображений безопасности, сообщил, что исламисты из запрещенной группировки "Лашкар-э-Тайба" действительно набирают молодых людей в их деревне. "Мы знаем, что этот парень [пойманный в Мумбаи] - из Фаридкота, - заявил он, - мы с самого первого дня знали. Они промывают мозги нашей молодежи насчет джихада, есть люди, делающие это в нашей деревне. Это совершенно неправильно". По словам местных жителей, Аджмал не жил в Фаридкоте около четырех лет, однако примерно раз в год приезжал навестить семью.

Правда о происхождении Аджмала, поясняет журналист издания, окажет значительное воздействие на индийско-пакистанские отношения. Исламабад неоднократно заявлял, что нет никаких доказательств обвинениям, звучащим из Нью-Дели. Так или иначе, нападение террористов поставило две ядерные державы на грань новой конфронтации.

Власти Пакистана категорически отрицают свою причастность к терактам 26-29 ноября; они также подтвердили в воскресенье, что их войска впервые в истории начали операцию против, как минимум, одного лагеря "Лашкар-э-Тайбы", пишет газета.

Как сообщили газете информированные источники в США, нет точных сведений о том, продолжаются ли контакты "Лашкар-э-Тайбы" с ее бывшим спонсором - "Аль-Каидой". "В отличие от бен Ладена и его ближайшего окружения, вынужденных отступить в дикие районы на западе Пакистана, руководство "Лашкар-э-Тайбы" имело возможность действовать более или менее открыто под прикрытием популярной в народе благотворительной организации", - утверждает издание со слов американских источников. "Лашкар-э-Тайба" активно собирает пожертвования в Южной Азии и странах Персидского залива, в том числе в Саудовской Аравии.

Как пишет газета, спецслужбы США и Индии полагают, что связь "Лашкар-э-Тайбы" с ISI осуществляется в основном через одного из главарей организации - Заррара Шаха. Индийские следователи рассматривают версию, что Шах, специалист по связи, участвовал в планировании и осуществлении терактов в Мумбаи, отмечает издание. По мнению индийской стороны, пакистанские террористы также воспользовались помощью местных единомышленников из "Студенческого исламского движения Индии", которое выступает за создание в этой стране исламского государства.

"Хотя в 2002 году пакистанские власти формально запретили деятельность "Лашкар-э-Тайбы", организация, по данным американских источников, сохранила тесные связи с пакистанской разведкой", - пишет газета, подчеркивая, что речь идет о налаженных контактах - это не общение с отдельными маргиналами в спецслужбах.

"Однако "Лашкар-э-Тайба" стремится создать панисламское государство, которое охватывало бы территорию Южной Азии, а "Аль-Каида" планирует учредить еще более масштабное государственное образование", - пишет газета, ссылаясь на мнение специалистов.

Pakistan’s Spies Aided Group Tied to Mumbai Siege

WASHINGTON — Lashkar-e-Taiba, the Pakistan-based militant group suspected of conducting the Mumbai attacks, has quietly gained strength in recent years with the help of Pakistan’s main spy service, assistance that has allowed the group to train and raise money while other militants have been under siege, American intelligence and counterterrorism officials say.

American officials say there is no hard evidence to link the spy service, the Directorate for Inter-Services Intelligence, or ISI, to the Mumbai attacks. But the ISI has shared intelligence with Lashkar and provided protection for it, the officials said, and investigators are focusing on one Lashkar leader they believe is a main liaison with the spy service and a mastermind of the attacks.

As a result of the assault on Mumbai, India’s financial hub, American counterterrorism and military officials say they are reassessing their view of Lashkar and believe it to be more capable and a greater threat than they had previously recognized.

“People are having to go back and relook at all the connections,” said one American counterterrorism official, who was among several officials who spoke on condition of anonymity because the investigation was still progressing.

Pakistani officials have denied any government connection to the siege on Nov. 26-29, in which nine gunmen and 163 other people were killed. A Pakistani official confirmed on Sunday that security forces had initiated an operation against at least one Lashkar camp.

The Associated Press, citing militants and an unidentified senior official, reported Monday from Islamabad, Pakistan, that Pakistani troops had seized a former Lashkar camp, in the Pakistani part of Kashmir, that is now used by the group’s charity wing, Jamaat-ud-Dawa. “More than 12 people” were arrested, The Associated Press said.

The official who spoke to The New York Times gave no details about the operation he confirmed, Pakistan’s first known response against the group implicated in Mumbai. “The government of Pakistan has always said it would act on any evidence that is presented to us,” said the official, who spoke on condition of anonymity because he was not authorized to discuss details about security operations. “We will make sure that nobody uses Pakistani territory to carry out militant activity.”

While Al Qaeda has provided financing and other support to Lashkar in the past, their links today remain murky. Senior Qaeda figures have used Lashkar safe houses as hide-outs, but Lashkar has not merged its operations with Al Qaeda or adopted the Qaeda brand, as did an Algerian terrorist group that changed its name to Al Qaeda in the Islamic Maghreb, American officials said.

Unlike Osama bin Laden and his top lieutenants, who have been forced to retreat to mountain redoubts in western Pakistan’s tribal areas, Lashkar commanders have been able to operate more or less in the open, behind the public face of a popular charity, with the implicit support of official Pakistani patrons, American officials said.

American and Indian officials believe that one senior Lashkar commander in particular, Zarrar Shah, is one of the group’s primary liaisons to the ISI. Investigators in India are also examining whether Mr. Shah, a communications specialist, helped plan and carry out the attacks in Mumbai. “He’s a central character in this plot,” an American official said.

For years, American intelligence analysts have described Lashkar as a group with deadly, yet limited, ambitions in South Asia. But terrorism experts said it clearly had been inspired by the success of Al Qaeda in rallying supporters for a global jihad.

“This is a group that years ago evolved from having a local and parochial agenda and bought into Al Qaeda’s vision,” said Bruce Hoffman, a professor and terrorism expert at Georgetown University who has followed Lashkar closely for several years.

Lashkar-e-Taiba, which means “army of the pure,” was founded more than 20 years ago with the help of Pakistani intelligence officers as a proxy force to challenge Indian control of Muslim-dominated Kashmir.

Indian officials have publicly implicated Lashkar operatives in a July 2006 attack on commuter trains in Mumbai and in a December 2001 attack against the Indian Parliament. But in recent years, Lashkar fighters have turned up in Afghanistan and Iraq, fighting and killing Americans, senior American military officials have said.

As American, European and Middle Eastern governments crack down on Al Qaeda’s finances, Lashkar still has a flourishing fund-raising organization in South Asia and the Persian Gulf region, including Saudi Arabia, counterterrorism officials say. The group primarily uses Jamaat-ud-Dawa to raise money, ostensibly for causes in Pakistan.

The Mumbai attacks, which included foreigners among its targets, seemed to fit the group’s evolving emphasis and determination to elevate its profile in the global jihadist constellation.

Lashkar also has a history of using local extremist groups for knowledge and tactics in its operations. Investigators in Mumbai are following leads suggesting that Lashkar used the Students’ Islamic Movement of India, a fundamentalist group that advocates establishing an Islamic state in India, for early reconnaissance and logistical help.

An Indian man arrested in connection with the attacks, Fahim Ahmad Ansari, had been described beforehand by Indian newspaper reports as a former member of the Students’ Islamic Movement who met with Lashkar operatives in Dubai in 2003.

American officials said investigators were looking closely at the likelihood that the attackers had local support in Mumbai.

Mr. Hoffman said that Lashkar had developed particularly sophisticated Internet operations, and that intelligence officials believed the group had forged ties with regional terrorist organizations like Jemaah Islamiyah in Indonesia by assisting them with their own Internet strategies.

Although Pakistan’s government officially banned Lashkar in 2002, American officials said that the group had maintained close ties since then to the Pakistani intelligence service. American spy agencies have documented regular meetings between the ISI and Lashkar operatives, in which the two organizations have shared intelligence about Indian operations in Kashmir.

“It goes beyond information sharing to include some funding and training,” said an American official who follows the group closely. “And these are not rogue ISI elements. What’s going on is done in a fairly disciplined way.”

Still, officials in Washington said they had yet to unearth any direct link between the Pakistan spy agency and the Mumbai attacks. “I don’t think that there is compelling evidence of involvement of Pakistani officials,” Secretary of State Condoleezza Rice said on CNN’s “Late Edition With Wolf Blitzer” on Sunday. “But I do think that Pakistan has a responsibility to act.”

She said evidence showed “that the terrorists did use territory in Pakistan.”

An American counterterrorism official said: “It’s one thing to say the ISI is tied to Lashkar and quite another to say the ISI was behind the Mumbai attacks. The evidence at this point doesn’t get you there.”

Moreover, some terrorism analysts said that Lashkar’s dependence on its original sponsors had lessened in recent years. With wealthy donors in no short supply, an established recruiting pipeline and a series of training camps, Lashkar “has outgrown ISI’s support,” said Urmila Venugopalan, a South Asia analyst for Jane’s Information Group.

The protection that Lashkar operatives enjoy inside Pakistan has allowed the group to thrive at the same time that Al Qaeda’s leaders have been forced to hide in caves and occasionally transmit messages to one another using donkey couriers.

In a public statement in May, Stuart Levey, the under secretary of the Treasury for terrorism and financial intelligence, called Lashkar a “dangerous Al Qaeda affiliate that has demonstrated its willingness to murder innocent civilians.”

But other terrorism analysts offer a more nuanced view of the group’s Qaeda ties.

On the one hand, Al Qaeda and Lashkar share many positions: a belief in a strict interpretation of the Koran, a desire to establish a government based on strict Islamic laws and a priority to evict United States troops from Afghanistan and Iraq. Lashkar has helped Qaeda fighters move in and out of Afghanistan. In March 2002, a Qaeda lieutenant, Abu Zubaydah, was captured in a Lashkar safe house in Faisalabad, Pakistan, according to a State Department terrorism report. Eleven detainees currently at the American prison at Guantánamo Bay, Cuba, are suspected of having some kind of connections to Lashkar.

But Lashkar and Al Qaeda do not always see eye to eye, terrorism analysts said. While Lashkar strives for the creation of a pan-Islamic state across South Asia, Al Qaeda aims to create an even larger entity. Al Qaeda is wary of Lashkar’s relationship with the ISI, an American official said. A spokesman for Jamaat-ud-Dawa, Lashkar’s charity wing, denied last week that the group or its founder, Haffiz Muhammad Saeed, had any connection to the Mumbai attacks. The surviving gunman in Mumbai has claimed to have met Mr. Saeed at a training camp in Pakistan.

On Friday, Mr. Saeed gave his regular sermon at his mosque in Lahore, Pakistan, where thousands listened to him denounce Hinduism, praise Islam and criticize Ms. Rice for visiting the region. Surrounded by security guards, Mr. Saeed, 63, a stocky man with a huge, untrimmed beard, spoke for 50 minutes to a rapt congregation that sat on the wide lawns of the Qadisiyyah Center in central Lahore.

“Now Condoleezza Rice has rushed to India and Pakistan because infidels are united,” he said. “If infidels do not stop their anti-Muslim activities, the Muslims are second to none in taking revenge.”

А Пакистан говорит мы эту Lashkar-e-Taiba ещё в 2002 забанили и сейчас вот рейды против неё проводим.

Как всё запутано, ужос!

Да я думаю, что всЕ могли приложить руку к этому теракту. Причем, не исключено, что рука могла быть и немножко немножко русской. Ведь Индия остается главным покупателем российского оружия, что уже не может оставить Россию за рамками вашего поиска организаторов теракта. По крайней мере странно, если сама Россия прошляпила подготовку теракта. У нее в исламском мире достаточно сильные и длинные "руки".

Ну вот, пока Пакистан проводит рейд против террористов, террористы проводят рейд против НАТО.

Ущерб, конечно, небольшой, никто как я понял не пострадал. Ну сожгли там сотню грузовиков, подумаешь...Неизвестно ещё что это за грузовики были, может металлолом один.....

Но звоночек прозвенел....

Неизвестно что они удумают в следующий раз....

"Афганистан в руках талибов"

Сегодня газета La Repubblica публикует статью Джампаоло Кадалану об активизации талибов на территории Афганистана и Пакистана.

"Талибы затягивают петлю вокруг Кабула", говорится в докладе исследовательского центра Icos, и контролируют 72% территории Афганистана. НАТО, естественно, опровергает подобные выводы, но очень трудно игнорировать этот новый сигнал тревоги, пишет автор статьи.

После воскресных атак интегралисты нанесли вчера удар по структурам тыловой службы и обеспечения западных военных миссий. На территории Пакистана в Пешаваре они сожгли сотню натовских грузовиков. Реакция Пентагона, по мнению автора статьи, напоминает реакцию боксера, пропустившего неожиданный удар: "Нападения не нанесли серьезного ущерба", – заявил пресс-секретарь военного ведомства Брайан Уитман. Но речь, в данном случае, идет не о тыловом, а о политико-стратегическом значении новой атаки талибов, вызывающей "обеспокоенность" у НАТО в связи с открытием нового фронта. В прошлом Исламабад отказывал Североатлантическому альянсу в размещении натовских войск на своей территории. Теперь ситуация, быть может, изменится. Вероятнее всего, изменится и "календарь" боевых действий: если раньше повстанцы традиционно отдыхали в зимние месяцы из-за сложности передвижения в условиях заснеженной местности, то теперь руководство НАТО заявило, что воспользуется зимними условиями для беспощадных ударов по интегралистам.

А в Рим между тем с двухдневным визитом прибывает командующий американскими военными операциями генерал Петрэус. The Terrorists Want to Destroy Pakistan, Too

THE recent death and destruction in Mumbai, India, brought to my mind the death and destruction in Karachi on Oct. 18, 2007, when terrorists attacked a festive homecoming rally for my wife, Benazir Bhutto. Nearly 150 Pakistanis were killed and more than 450 were injured. The terrorist attacks in Mumbai may be a news story for most of the world. For me it is a painful reality of shared experience. Having seen my wife escape death by a hairbreadth on that day in Karachi, I lost her in a second, unfortunately successful, attempt two months later.

The Mumbai attacks were directed not only at India but also at Pakistan’s new democratic government and the peace process with India that we have initiated. Supporters of authoritarianism in Pakistan and non-state actors with a vested interest in perpetuating conflict do not want change in Pakistan to take root.

To foil the designs of the terrorists, the two great nations of Pakistan and India, born together from the same revolution and mandate in 1947, must continue to move forward with the peace process. Pakistan is shocked at the terrorist attacks in Mumbai. We can identify with India’s pain. I am especially empathetic. I feel this pain every time I look into the eyes of my children.

Pakistan is committed to the pursuit, arrest, trial and punishment of anyone involved in these heinous attacks. But we caution against hasty judgments and inflammatory statements. As was demonstrated in Sunday’s raids, which resulted in the arrest of militants, Pakistan will take action against the non-state actors found within our territory, treating them as criminals, terrorists and murderers. Not only are the terrorists not linked to the government of Pakistan in any way, we are their targets and we continue to be their victims.

India is a mature nation and a stable democracy. Pakistanis appreciate India’s democratic contributions. But as rage fueled by the Mumbai attacks catches on, Indians must pause and take a breath. India and Pakistan — and the rest of the world — must work together to track down the terrorists who caused mayhem in Mumbai, attacked New York, London and Madrid in the past, and destroyed the Marriott Hotel in Islamabad in September. The terrorists who killed my wife are connected by ideology to these enemies of civilization.

These militants did not arise from whole cloth. Pakistan was an ally of the West throughout the cold war. The world worked to exploit religion against the Soviet Union in Afghanistan by empowering the most fanatic extremists as an instrument of destruction of a superpower. The strategy worked, but its legacy was the creation of an extremist militia with its own dynamic.

Pakistan continues to pay the price: the legacy of dictatorship, the fatigue of fanaticism, the dismemberment of civil society and the destruction of our democratic infrastructure. The resulting poverty continues to fuel the extremists and has created a culture of grievance and victimhood.

The challenge of confronting terrorists who have a vast support network is huge; Pakistan’s fledgling democracy needs help from the rest of the world. We are on the frontlines of the war on terrorism. We have 150,000 soldiers fighting Al Qaeda, the Taliban and their extremist allies along the border with Afghanistan — far more troops than NATO has in Afghanistan.

Nearly 2,000 Pakistanis have lost their lives to terrorism in this year alone, including 1,400 civilians and 600 security personnel ranging in rank from ordinary soldier to three-star general. There have been more than 600 terrorism-related incidents in Pakistan this year. The terrorists have been set back by our aggressive war against them in the Federally Administered Tribal Areas and the Pashtun-majority areas bordering Afghanistan. Six hundred militants have been killed in recent attacks, hundreds by Pakistani F-16 jet strikes in the last two months.

Terrorism is a regional as well as a global threat, and it needs to be battled collectively. We understand the domestic political considerations in India in the aftermath of Mumbai. Nevertheless, accusations of complicity on Pakistan’s part only complicate the already complex situation.

For India, Pakistan and the United States, the best response to the Mumbai carnage is to coordinate in counteracting the scourge of terrorism. The world must act to strengthen Pakistan’s economy and democracy, help us build civil society and provide us with the law enforcement and counterterrorism capacities that will enable us to fight the terrorists effectively.

Benazir Bhutto once said that democracy is the best revenge against the abuses of dictatorship. In the current environment, reconciliation and rapprochement is the best revenge against the dark forces that are trying to provoke a confrontation between Pakistan and India, and ultimately a clash of civilizations.

Арафата не убили и короля Хуссейна , тоже. Садат действительно пострадал, нынешний палестинский раис вполне здравствующий. И в Ираке угомонятся. Насколько я мог заменить восстание очень трудно удержать на пике. Народ выдыхается. Да, и зарабатывать когда-то необходимо.

Да его и не нужно удерживать на пике. Все формы восстания восстания возможны. Вялотекущая война, местами переходящая в обострение, и наоборот. Тут такое дело: мотивация нужна и люди. И то и другое есть...

Забугорнов, отношения восьмнадцат лет назад очень разняться от нынешних. И на персональном уровне тоже.
Причин очень много, но полагаю, появляются новые действующие лица, требующие свою долю. Появляется потому, что на территориях существует ваккум власти. Т.е. все руководители кланов равны или не дюже авторитетны. Поэтому и разговаривать израильтянам не с кем или почти не с кем. Когда шейхов много и работать с ними не умеют, да и не хотят, полагаясь на всесильность армии, обстановку не стабилизировать.

Почему появляются новые люди и почему они требуют свою долю, не задумывались?

И в этом контексте какая разница, есть вакуум власти на террироториях или его нет, есть с кем разговаривать израильтянам или таковых нет?

Какая разница? Причём здесь вообще палестинская администрация?

Можно подумать от неё что-либо зависит.....

Нападения на конвои вынуждать новые пути для поставок в Афганистан

Как сообщает The Guardian, странам НАТО пришлось даже обратиться к Белоруссии и Украине за помощью – поставки войскам в Афганистане затруднены из-за участившихся в последнее время нападений талибов.

Только за последний месяц произошло четыре значительных нападения на американские и натовские поставки, пишут авторы статьи, из них два – за последние три дня. Сейчас альянс ведет переговоры с Туркменией, Узбекистаном и Таджикистаном о получении разрешения на поставки с их территории. Переговоры близки к завершению, и, как сообщают официальные лица, договор будет схож с заключенным ранее в этом году договором с Россией, согласно которому поставки можно перевозить по железным и автомобильным дорогам.

Если договор будет заключен, он позволит силам НАТО получать нефть из Азербайджана и Туркмении, а не из Пакистана, как сейчас. Ежегодно коалиция расходует около 75 млн галлонов топлива, пишет издание. Также ведутся переговоры с Киевом и Минском о получении разрешения на использование их наземных путей, что позволит избежать пути через опасные Пакистан и Аденский залив. В настоящий момент более 70% поставок прибывает морским путем в пакистанский порт Карачи и поставляется через Хайберский проход в Кабул по суше.

How the Taliban Hopes to Choke U.S. Afghanistan Mission

Perhaps the Taliban are observing the old military axiom that amateurs study tactics, while professionals study logistics. In a pair of attacks over the weekend in northwest Pakistan, militants destroyed more than 150 Humvees and other vehicles bound for U.S. troops and allies fighting in Afghanistan — the third attack on NATO supply lines inside a month. Those attacks have highlighted an ongoing vulnerability along the overland routes through mountain passes along the Afghanistan-Pakistan frontier that are used to transport more than 75% of the supplies sent by the U.S. to its 32,000 troops in Afghanistan. So, as President-elect Barack Obama prepares to send more troops to join the fight in Afghanistan, Pentagon planners are scrambling to figure out how to keep those already there — and the anticipated reinforcements — supplied with food, fuel, bullets and everything else a modern army needs.

"Without adequate sustainment, the operational deployment cannot maintain constant pressure on the enemy," Lieutenant Christopher Manganaro, a young U.S. officer in Afghanistan has written in the professional journal Army Logistics. And the Pentagon can't do it all with airplanes. "Few airfields in Afghanistan can support aircraft larger than a C-130," Manganaro added, "limiting the number of high-value items that U.S. Army units can transport by air." There is no sharper contrast between the wars in Iraq and Afghanistan than their supply routes. In Iraq, the U.S. military basically owns the skies and roads that run from Kuwait into Iraq, through which nearly all supplies flow. But that's hardly the case in Pakistan, where most goods arrive at the Indian Ocean port of Karachi and then are shipped over land, often to Peshawar. Then they're funneled through the Khyber Pass into Afghanistan, 40 miles away. Pakistan is plagued with hit-and-run militancy even in some of its major cities, and everything west of Peshawar is pretty much enemy territory.

Militants hijacked a convoy of more than a dozen vehicles nearly a month ago, and last week 22 trucks were destroyed by fire at a truck stop. U.S. military officials downplay the impact of recent attacks, noting that about 350 supply vehicles a day travel the route. Still, they're nervous enough to have begun looking for alternatives.

That's because the choke-point in the Khyber Pass is an attractive target for the enemy. Marine General James Cartwright, vice chairman of the Joint Chiefs, was asked in September how much trouble his forces in Afghanistan would be in if Islamabad shut down supply lines through Pakistan. "It would be challenging to sustain our presence," he answered. "It is very difficult then to get to this landlocked nation in a way that would provide the quantity of resources that we need, particularly as we see ourselves growing." Bearing in mind projected future deployments, the U.S. will need to deliver up to 70,000 shipping containers (15% of them refrigerated) a year to its troops in Afghanistan. The U.S. has recently tested alternate supply lines, and "we're working our way through to understand rail, pipelines, customs, what would it take, are they there in a sufficient scale to allow us to do this? And so we're working this one pretty hard," Cartwright added. The impact of a shutdown triggered by Taliban attacks would have the same result.

And the logistical needs that will accompany the doubling of the U.S. troop contingent over the next year or so makes securing supply lines even more urgent. "The larger the force, the greater the need" for security, Defense Secretary Robert Gates told a congressional panel September 23. But the challenges of Afghanistan's rugged terrain has long been a key weapon for locals eager to keep foreigners at bay. The Afghans drove the British out through the Khyber Pass more than a century ago, killing more than 16,000. And they forced out the Soviet Union in 1989, following a 10-year occupation that cost the Red Army 15,000 men.

"The [latest] strike is going to embolden those who see the loss of 150 vehicles as a pretty big blow," says Anthony Zinni, a former Marine general who once headed U.S. Central Command, which includes Afghanistan. "It's going to inspire more bad people."

Stephen Biddle, a military expert with the Council on Foreign Relations who recently returned from Afghanistan, believes the militants' goal is to slowly bleed U.S. troops. But a complete shutdown of the Pakistani routes by the insurgents would force the Pakistan military to act more forcefully than it has until now.

"[The Pakistan-based militants] don't want to do anything that would bring the government down on them like a ton of bricks," Biddle surmises. "But it's entirely plausible they could ramp the violence up slowly in an attempt to squeeze the U.S. in Afghanistan."

The alternative supply routes being investigated by the U.S. military run through the Caucasus and the former Soviet Stans of Central Asia. "The route studies exist for alternative supply lines through the Caucasus, but they're wildly expensive," says a retired military officer now serving on Obama's Pentagon transition team. The U.S. Transportation Command issued a notice to transport companies in September, saying "strikes, border delays, accidents and pilferage" in Pakistan and "attacks and armed hijackings" in Afghanistan make the current route dangerous.

The Pentagon wants to require that 90% of the goods shipped over alternate routes be delivered by deadlines ranging from 30 to 45 days. It's also demanding a "cargo loss rate" of less than 1% due to "pilferage, accident, spoilage, attacks and acts of God." No doubt the Taliban will love that last category.

Там такие свирепые бандиты, это что-то! На грузы нападают, на склады нападают, грузовики натовские жгут - опасно стало воевать то!

Из Туркмении теперь пойдут грузы, в обход очень-очень опасного пути через Карачи.

Какой, однако, хитрый обходной манёвр! Талибы то - раз, обложили Карачи, а грузов то и нету! Ы-ы-ы...

Невдомёк талибам что грузы то с другой стороны пошли. Довольное НАТО экономит бензин....

Забугорнов, я уже говорил, что предпочитаю знать и задумываюсь забавы ради.Smile
В ряде случаев я наверняка знаю почему появляются новые люди. Они, как раз, и затыкают дыру, которую оставляет власть и становятся очень влиятельными.... Наблюдал, пришлось.
Нет никакой разницы между сильной властью и нет ?Smile, но причина появления новых"командиров" как раз в слабости власти. Влияние руководителей кланов тем выше, чем слабее власть. Поэтому я и за диалог с ними .
Было бы ошибочным считать, что от палестинской администрации ничего не зависит. Я бы не рискнул высказываться столь категорично. Для этого нужно быть знатоком.
Дискутировать далее о необходимости диалога с шейхами смысла не вижу. Для меня это совершенно очевидно. Убеждать никого не собираюсь Smile

Я рассматриваю ситуацию скорее в глобальном плане.

Новые люди появляются не потому что на территориях есть вакуум власти, а потому что идёт смена поколений. И на смену одним террористам приходят другие. Вопрос таким образом: почему каждое новое поколение вносит свой вклад в терроризм, делегируя туда своих сынов.

И здесь я вижу несколько фундаментальных причин.

Первая, это общая политика мирового сообщества по отношению к палестинским беженцам. Не интеграция беженцев в те страны, где находятся их лагеря, а всемерная поддержка этих лагерей, тоесть изоляционисткая политика. Таким образом каждое новое поколение палестинцев в этих лагерях прекрасно знает кто загнал сюда их родителей, почему они так плохо живут, кто виноват и что делать.

Вторая причина, это изоляционисткая политика арабского мира, который ни в коем случае не хочет этих беженцев интегрировать, заботясь о своей экономике и оказывая давление на Израиль.

What is known about the Mumbai attacks



(CNN) -- Authorities said they were searching the Taj Mahal hotel in Mumbai, India, on Saturday morning after killing several militants, and other standoffs across the city appeared to have ended by Friday.

Officials said that at least 160 people have been killed in the violence and more than 300 injured.

But even with most of the fighting quelled after more than two days of gun battles, many questions remain. The following is what is known about the attacks:

• Gunmen arrived by boats at the Mumbai waterfront near the Gateway of India monument on Wednesday night, police said. The gunmen hijacked cars, including a police van, and split into at least three groups to carry out the attacks, according to police. VideoWatch a timeline of the attacks »

• One group headed toward the Cafe Leopold, a popular hangout for Western tourists, firing indiscriminately at passers-by on the street. The group then opened fire and lobbed grenades at the Chhatrapati Shivaji Terminus railway station, authorities said. VideoWatch theories on who attackers might be »

• As police rushed to the scene of the attacks, gunmen attacked the Cama Hospital for women and infants. Several people were killed at the hospital, and a standoff there lasted until Thursday morning.

• Two other groups attacked the Oberoi and Taj Mahal hotels, taking hostages there, police said.

• Gunmen took hostages at the Chabad House, where several Jewish families live, police said.

• Police said gunmen fired indiscriminately from the Chabad House. Stray bullets killed a couple in their home and a 16-year-old boy who stepped outside, police said.

• The Chabad-Lubavitch International group said Rabbi Gavriel Noach Holtzberg, 29, made a phone call to the Israeli Consulate to report gunmen in the house. "In the middle of the conversation, the line went dead," the organization said.

• Authorities raided the Chabad house Friday morning. Two gunmen died after the assault was launched, CNN-IBN reported. Authorities said five hostages -- including Holtzberg, who was an American, and his Israeli wife, Rivka, 28 -- were found dead. One of the three others was a second American rabbi, New York Mayor Michael Bloomberg's office said.

• At the hotels, hostages or people who were trapped exited at various times Thursday and Friday. Commandos entered both hotels, trying to flush out militants and rescue others.

• Fire brigades battled blazes at both hotels. By early Friday, it appeared that what had been a major fire at the Oberoi had been extinguished.

• Police were reporting Friday that the standoff at the Oberoi was over. Two gunmen were killed as authorities cleared the hotel, said J.K. Dutt, the National Security Guard's director-general. Thirty-six people were found dead there, according to Bhushan Gagrani, a Maharashtra state official.

•At various times Saturday morning, gunfire and explosions could be heard as security forces worked to clear the Taj of at least one remaining gunman.

• Shortly before 9 a.m. Saturday local time, Dutt said that three militants had been killed but that security personnel still needed to search the hotel for civilians and any possible remaining gunmen. His comments came shortly after Mumbai Police Chief Hussain Gafoor told CNN-IBN that the last militants at the Taj had been killed. The statements coincided with an apparent end of gunfire at the hotel.

• By Friday night, 160 had been killed in the Mumbai attacks, including at least 15 foreign nationals, authorities said. These included five Americans, three Germans, an Italian, an Australian and one Chinese.

• The official death toll did not include attackers who were killed by security forces. R.R. Patel, the Maharashtra home minister, said Friday that nine attackers had been killed.

• More than 300 people were wounded, including seven Britons, three Americans and two Australians.

• Two of the killed Americans were identified as Alan Scherr, 58, and his daughter Naomi, 13, both of Virginia. The two, who were visiting India with a meditation group, died at the Oberoi.

• Also among the dead were 16 police officers, two commandos and the chief of the Mumbai police anti-terror squad.

• CNN-IBN quoted police sources as saying there were about 26 gunmen.

• Authorities found 8 kilograms (17 pounds) of RDX, one of the most powerful kinds of military explosives, at a restaurant near the Taj.

• The Indian navy, stepping up patrols on the country's western coast after the attack, was questioning the crew of the MV Alpha, a ship detained with the help of the Indian coast guard, British authorities said. The authorities said that they think the attackers' boats came from this ship and that they think the ship is from Karachi, Pakistan.

• Several Indian news outlets reported that a group called the Deccan Mujahideen e-mailed them to claim responsibility for the attacks. Intelligence officials say little is known about the group. U.S. officials and security analysts say the sophistication of the attacks may indicate that a more-established group is involved.

• State media Press Trust of India, citing Union Cabinet Minister Kapil Sibal, reported the gunmen had worked for months to prepare, even setting up "control rooms" in the two luxury hotels that were targeted.
