Премьер-министр Эхуд Ольмерт не хочет оскорбить Джорджа Буша, приняв предложение Сирии

Политика протянутой руки Башара Асада вызвала раскол в правительстве Эхуда Ольмерта. Сирийский президент, прибывший вчера с двухдневным визитом в Москву, удивил израильское руководство своим предложением о возобновлении переговоров, замороженных шесть лет назад, в результате чего страны официально находятся в состоянии войны. "Поговорите с Сирией, даже если вы уверены, что это всего лишь блеф, вам нечего терять", – обратился Асад к израильскому премьер-министру в ходе интервью итальянской газете La Repubblica. Кроме того, Валид Муаллем, министр иностранных дел Сирии, заявил в интервью Washington Post, что его страна не ставит "никаких предварительных условий". Другими словами, Дамаск больше не требует от Израиля полного вывода войск с Голанских высот, отнятых им у Сирии в 1967 году, где сейчас проживают более 15 тысяч израильтян. Это предложение было отвергнуто Ольмертом. Для установления партнерских отношений с Израилем Сирия, по мнению Ольмерта, прежде всего должна подтвердить свои благие намерения, прекратив "поддерживать террористические организации".

Поставки оружия

Вкратце требования премьер-министра сводятся к тому, что Сирия должна закрыть офис "Хамаса" в Дамаске, где скрывается Халед Машаль, политический лидер главного палестинского исламистского движения. Сирия должна также прекратить поставки оружия шиитским вооруженным формированиям "Хизбаллы". Но истинную причину отказа следует искать не здесь. Для премьер-министра самое главное – не настроить против себя Джорджа Буша. Американский президент пытается изолировать Дамаск за то, что он закрывает глаза на проникновение в Ирак исламистских добровольцев, сражающихся против американской армии. "У нас только один большой друг в мире, Соединенные Штаты. То, что президент Буш сделал для Израиля в последние годы, неоценимо", – поясняет министр из окружения Ольмерта Гидеон Эзра. "Сейчас не подходящий момент, чтобы высказывать взгляды, противоречащие позиции американского президента, занятого внутриполитической борьбой и иракской войной", – продолжил свою мысль Ольмерт.

Амир Перец, министр обороны и лидер "Аводы", советует не захлопывать дверь перед Сирией. "Надо тщательно проанализировать намерения президента Асада, прежде чем принимать решение", – заявил он. Многие депутаты левого крыла от "Аводы", такие как Дани Ятом, бывший глава "Моссада", предлагают "принять вызов Сирии". Часть руководства страны и СМИ считают необходимым изучить намерения Асада. Либеральное издание Haaretz в редакторской статье настаивает, что не стоит отказывать Сирии, и подчеркивает, что "лучше приложить максимум дипломатических усилий, чем ждать, когда разразится война". Более категоричны комментаторы Maariv и второго частного телевизионного канала, назвавшие "возмутительным" отказ израильского премьер-министра от возможности переговоров с Сирией без предварительных условий, в то время как все его предшественники на протяжении десятилетий только и говорили, что они ждут такого шага от Сирии.

Эхуд Ольмерт: "Я веду с Сирией переговоры о мире"

В интервью Le Figaro израильский премьер-министр сказал, что готов встретиться в июле в Париже с сирийским президентом Башаром Асадом и еще верит в заключение соглашения с палестинцами до конца года.

- Президента Николя Саркози ждут в воскресенье в Иерусалиме. Считаете ли вы его другом Израиля?

- Президент Саркози сказал, что Израиль – это чудо XX века. Мы такого не забываем, эти слова останутся в сердцах многих евреев и израильтян. Отношения с Францией сейчас хороши, как никогда за последние годы. Есть большой потенциал для дальнейшего улучшения отношений, основанных на моей дружбе с Саркози и нашей схожести взглядов.

- Полезна ли, по вашему мнению, инициатива Саркози о создании Средиземноморского союза?

- Я поддерживаю его точку зрения. Любые механизмы, способные объединить обычно не сотрудничающие страны, – это шаг в правильном направлении. Достаточно ли этого? Приведет ли это к кардинальным переменам? Не знаю. Но я предпочитаю исследовать полезные возможности, а не сидеть сложа руки и ждать у моря погоды.

- Состоится ли ваша первая личная встреча с сирийским президентом Башаром Асадом 13 июля в рамках саммита Средиземноморского союза?

- Я пообещал президенту Саркози приехать на саммит. Но я не организатор, а всего лишь один из приглашенных. Обо всем остальном надо спрашивать его: ему лучше известно, что будет происходить в Париже. Когда мы договоримся с Сирией о четкой повестке дня и вопросах, которые будем обсуждать, тогда можно будет приступать к прямым контактам. Мы уже близки к этому. Если обе стороны настроены серьезно, мы должны вскоре сесть за стол переговоров.

- Шокированы ли вы тем, что Башара Асада пригласили на церемонии 14 июля?

- Сейчас я веду переговоры с Сирией, чтобы попытаться достичь мира. Если Франция настаивает на тех же принципах, что и мы, – соблюдении прав человека, демократии, прекращении саботажа в Ливане, отказе от поддержки терроризма, выходе из оси зла, где предводительствует Иран, – значит, мы на одной частоте и движемся в одном направлении. Я верю, что президент Саркози – сторонник именно этих целей.

- Как вы считаете, сможете ли вы заключить соглашение с Башаром Асадом?

- Ситуация, в которой Сирия позиционировала себя как часть оси зла, саботировала политический процесс в Ливане, поддерживала "Хамас" и помогала террору против американцев в Ираке, может завершиться либо жесткой конфронтацией, либо политическим процессом. Если есть возможность прийти к политическому соглашению, мы должны за нее ухватиться. Мы знаем, чего хотят сирийцы. И я убежден, что и Башар Асад знает, чего мы ждем от него. Мы настроены серьезно. Поэтому я не хочу бесконечно продолжать переговоры через посредников. Чтобы переговоры были серьезными и убедительными, необходимо переходить к прямым контактам.

Не так важно, если сирийцы, например, скажут, что не отделятся от Ирана. Если они заключат мир с Израилем, ситуация в регионе изменится. Сирия должна перестать быть центром терроризма и прибежищем штаб-квартиры "Хамаса" и "Исламского джихада". Если в Дамаске будет израильское посольство, обстановка изменится. Изменения отразятся и на Ливане. Если мы ведем переговоры с Сирией, почему бы не вести их с ливанским премьер-министром Фуадом Синьорой?

- Как вы рассчитываете убедить большинство израильтян вернуть Голанские высоты?

- Если будет соглашение, его должны будут одобрить израильтяне. Им придется определиться, чего они хотят, через своих представителей в Кнессете или на парламентских выборах. Я уверен: если соглашение устроит правительство, его одобрит и большинство израильтян. Мы не можем каждое лето ждать, не совершим ли мы или Сирия ошибку в расчетах, которая приведет к конфронтации. Мы хотим мира и безопасности.

- Может ли Израиль жить бок о бок с ядерным Ираном?

- Нет. Проблема не в том, используют ли иранцы ядерное оружие, когда у них будет такая возможность. Из-за природы самого режима, из-за того, как его президент открыто заявляет о своем видении будущего Израиля и западного мира в целом, мы не можем жить под угрозой, что однажды они могут пустить в ход ядерное оружие. Все попытки иранцев объяснить, почему они обогащают уран, недоступны пониманию большинства стран мира. Зачем вам обогащать уран, если у вас нет оборудования, позволяющего использовать этот обогащенный уран в мирных целях?

- Если санкции в отношении Ирана окажутся неэффективными, станет ли Израиль реагировать в одиночку, чтобы устранить угрозу?

- Санкции помогают, но их недостаточно. Другие меры, которые еще не применялись, могут оказаться более эффективными. Например, если завтра ни один иранский бизнесмен не сможет въехать ни в Европейский союз, ни в Соединенные Штаты, ни в Японию, ни в Китай, ни в Россию, так как его страна играет дестабилизирующую роль в мире, эффект будет огромным. США, Европа, Китай и Россия, скоординировав усилия, могут помешать иранцам дальше развивать их программу.

- Обладает ли Израиль достаточной военной мощью, чтобы в одиночку ликвидировать иранскую угрозу?

- Никто не знает, на что способен Израиль. Израиль должен всегда быть готов защитить себя в одиночку от любого противника и любой угрозы.

- Продолжая строить поселения в Восточном Иерусалиме и на Западном берегу реки Иордан, не опасаетесь ли вы подорвать возможность достижения соглашения с палестинцами к концу года?

- В Аннаполисе мы решили прийти к соглашению, несмотря на препятствия. Когда мы придем к соглашению, будут установлены границы, и все, что окажется на стороне палестинцев, будет принадлежать им, даже если это было построено Израилем. В то же время терроризм должен полностью прекратиться, иначе это соглашение не вступит в силу. В тексте должны быть очень четко определены очертания двух государств, чтобы дать ответы на все вопросы: о границах, беженцах, безопасности и Иерусалиме. Мы сказали, что надеемся достичь согласия по этим вопросам до конца 2008 года. Но это нас ни к чему не обязывает. Мы обещали попытаться. И я считаю, что это все еще возможно.

- Обозначает ли разделительная стена границу, которую, по утверждению палестинцев, намерен установить Израиль? Станут ли Восточный Иерусалим и Хеврон частью будущего палестинского государства?

- Это один из вопросов переговоров с палестинцами. Это очень болезненные темы, лежащие в основе наших дискуссий. Могу сказать вам одно: пропасть, отделяющую нас от палестинцев в данном вопросе, можно преодолеть. Я в этом убежден.

- Выдвинутое против вас обвинение по делу о махинациях вызвало большие волнения внутри вашей коалиции. Сможете ли вы удержаться на посту до окончания ваших полномочий в 2010 году?

- Чудеса становятся реальностью на Ближнем Востоке. Я внимательно наблюдал за своими предшественниками. Все они в какой-то момент оказывались в точно такой же ситуации. Все были вовлечены в расследования, всех обвиняли, чернили и преследовали в невыносимой обстановке. Все они выстояли. Я не намерен уходить. Израильтяне хотят большей политической стабильности. Они устали ходить на выборы каждые два-три года.

INTERVIEW - Dans un entretien au «Figaro», le premier ministre israélien se dit prêt à rencontrer à Paris en juillet le président syrien, Bachar el-Assad, et croit encore à un accord avec les Palestiniens avant la fin de l'année.

LE FIGARO. Le président Nicolas Sarkozy est attendu dimanche à Jérusalem. Le considérez-vous comme un ami d'Israël ?
Ehoud OLMERT. Le président Sarkozy a dit qu'Israël est le miracle du XXe siècle. C'est quelque chose que nous n'oublierons pas et ses paroles resteront dans le cœur de beaucoup de Juifs et d'Israéliens. La relation avec la France est meilleure qu'elle ne l'a été au cours des années passées. Il existe un fort potentiel pour des relations encore meilleures, fondées sur mon amitié avec M. Sarkozy et notre proximité de vues.

L'initiative de Sarkozy d'une Union pour la Méditerranée est-elle utile, selon vous ?
Je soutiens sa vision. Tous les mécanismes qui peuvent rassembler des pays qui normalement ne coopèrent pas sont un pas dans la bonne direction. Cela sera-t-il suffisant ? Cela va-t-il provoquer un changement dramatique ? Je n'en sais rien. Mais je préfère explorer des pistes utiles plutôt que de rester les bras croisés à ne rien faire.

Une première rencontre directe entre vous et le président syrien, Bachar el-Assad, aura-t-elle lieu le 13 juillet, en marge du sommet de l'Union pour la Méditerranée ?
J'ai promis au président Sarkozy de me rendre au sommet. Mais je n'en suis pas l'organisateur, juste l'un des invités. Pour le reste, c'est à lui qu'il faut poser la question car il sait mieux que moi ce qui va se passer à Paris. Lorsque nous nous serons entendus avec la Syrie sur l'agenda précis et sur les points que nous allons discuter, alors il sera temps de lancer les contacts directs. Nous n'en sommes pas éloignés. Si les deux parties sont sérieuses, nous devrions bientôt nous asseoir à une table pour discuter.

Êtes-vous choqué par l'invitation faite à Bachar el-Assad d'assister aux cérémonies du 14 Juillet ?
Je négocie actuellement avec la Syrie pour tenter de parvenir à la paix. Si la France insiste sur les mêmes principes que nous défendons les droits de l'homme, la démocratie, la fin du sabotage au Liban, la fin du soutien au terrorisme, la sortie de l'axe du mal dirigé par l'Iran alors nous sommes sur la même longueur d'ondes et nous avançons dans la même direction. Je crois que c'est l'objectif du président Sarkozy.

Pensez-vous pouvoir conclure un accord avec Bachar el-Assad ?
Le fait que la Syrie se soit positionnée au sein de l'axe du mal, qu'elle ait saboté le processus politique au Liban, soutenu le Hamas et facilité la terreur contre les Américains en Irak ne peut évoluer que vers une confrontation violente ou un processus politique. S'il existe une chance de parvenir à un accord politique, nous devons la saisir. Nous connaissons les attentes des Syriens. Et je crois que Bachar el-Assad sait ce que nous attendons de notre côté. Nous sommes sérieux. C'est pourquoi je ne veux pas poursuivre indéfiniment les négociations indirectes. Pour qu'elles soient sérieuses et concluantes, il faut passer aux contacts directs.

Peu importe si, pour l'instant, les Syriens disent qu'ils ne se sépareront pas de l'Iran. S'ils font la paix avec Israël, cela modifiera la réalité dans la région. La Syrie doit cesser d'être un centre pour la terreur et d'abriter les quartiers généraux du Hamas et du Djihad islamique. S'il y a une ambassade israélienne à Damas, les choses changeront. Cela fera aussi une différence pour le Liban. Si on négocie avec la Syrie, pourquoi pas avec le premier ministre libanais, Fouad Siniora ?

Comment espérez-vous convaincre une majorité d'Israéliens, de restituer le plateau du Golan ?
S'il y a un accord, il sera soumis à l'approbation des Israéliens. Ils devront alors choisir ce qu'ils veulent, par l'intermédiaire de leurs représentants à la Knesset ou à travers des élections législatives. J'ai confiance : si l'accord convient au gouvernement, la plupart des Israéliens l'approuveront également. Nous ne pouvons pas attendre tous les étés de savoir si nous ou la Syrie allons commettre une erreur d'appréciation aboutissant à une confrontation. Nous voulons la paix et la sécurité.

Israël peut-il vivre avec un Iran nucléaire ?
Non. Le problème n'est pas de savoir si les Iraniens utiliseront le nucléaire le jour où ils en auront la capacité. De par la nature du régime et la façon dont son président affirme ouvertement sa vision de l'avenir d'Israël, et du monde occidental en général, nous ne pouvons pas vivre sous la menace qu'ils puissent l'utiliser un jour. Toutes les tentatives des Iraniens d'expliquer pourquoi ils enrichissent de l'uranium échappent à la logique de la plupart des pays du monde. Pourquoi avez-vous besoin d'enrichir de l'uranium si vous ne possédez pas les installations qui permettent d'utiliser cet uranium enrichi à des fins civiles ?

Si les sanctions contre l'Iran sont inefficaces, Israël agira-t-il seul pour éloigner la menace ?
Les sanctions aident mais sont insuffisantes. D'autres mesures, qui n'ont pas encore été appliquées, peuvent être encore plus efficaces. Par exemple, si demain aucun homme d'affaires iranien ne pouvait entrer au sein de l'Union européenne, ni aux États-Unis, ni au Japon, ni en Chine, ni en Russie, parce que leur pays joue un rôle déstabilisateur dans le monde, cela aurait un impact immense. C'est aux États-Unis, à l'Europe, à la Chine et à la Russie, qui en ont la capacité dans un effort concerté, d'empêcher les Iraniens de progresser dans leur programme.

Israël possède-t-il la capacité militaire d'écarter la menace iranienne à lui seul ?
Chacun connaît les capacités d'Israël. Israël doit toujours être en position de se défendre seul contre tout adversaire ou toute menace.

En poursuivant la colonisation à Jérusalem-Est et en Cisjordanie, ne craignez-vous pas de compromettre les chances de parvenir à un accord avec les Palestiniens avant la fin de l'année ?
À Annapolis, nous avons décidé de parvenir à un accord en dépit des obstacles. Lorsque nous y seront parvenus, les frontières auront été fixées et tout ce qui est situé du côté des Palestiniens leur appartiendra, même si cela a été construit par Israël. En même temps, la terreur devra cesser totalement, sinon il n'y aura pas d'application de cet accord. Le texte doit définir dans des termes très précis les contours des deux États en apportant des réponses à tous les problèmes : frontières, réfugiés, sécurité et Jérusalem. Nous avons dit que nous espérons un consensus sur ces questions avant la fin 2008. Mais ce n'est pas une obligation. Nous avons promis d'essayer. Et je pense que c'est encore possible.

La barrière de séparation est-elle la frontière qu'Israël vise, comme le prétendent les Palestiniens ? Jérusalem-Est et Hébron feront-ils partie du futur État palestinien ?
Cela fait partie des négociations avec les Palestiniens. Ce sont des questions très sensibles, au cœur de nos discussions. Je peux simplement vous dire que le fossé nous séparant des Palestiniens sur ces questions peut être comblé. J'y crois fermement.

Votre mise en cause dans une affaire de malversations a provoqué d'importants remous au sein de votre coalition. Pensez-vous pouvoir aller au terme de votre mandat en 2010 ?
Les miracles sont des réalités au Proche-Orient. J'ai observé de près mes prédécesseurs. Tous se sont retrouvés à un moment donné dans la même situation. Tous ont été soumis à des investigations, tous ont été accusés, salis et persécutés dans une atmosphère intolérable. Tous y ont survécu. Je n'ai aucune intention de me retirer. Les Israéliens veulent davantage de stabilité politique. Ils sont fatigués d'aller aux élections tous les deux ou trois ans.

Израиль считает, что Сирия намеревалась снабжать Иран ядерным топливом

Израиль полагает, что Сирия собиралась поставлять в Иран отработанное ядерное топливо для переработки его в оружейный плутоний с объекта, который Израиль разбомбил в сентябре прошлого года и который сейчас осматривают инспектора ООН.

Это заявление было сделано вчера советником национального совета безопасности Израиля на фоне растущих спекуляций о возможном ударе Израиля по Ирану. Правительство Израиля официально поддерживает санкции ООН с целью заставить Тегеран остановить обогащение урана, но почти не надеется, что преуспеет в этом мероприятии.

Подробности о предполагаемом сирийском реакторе и израильском рейде держатся в тайне. Сирия опровергает утверждения, что у нее есть или была секретная программа вооружений, и говорит, что израильтяне нанесли удар по обыкновенному военному объекту, который строился в Аль-Кибаре, в пустыне на северо-востоке страны.

В апреле США заявили, что Сирия с помощью Северной Кореи почти завершила возведение объекта, который избежал проверок Международного агентства по атомной энергии (МАГАТЭ), и провела испытания ядерного устройства в 2006 году. Чиновники в Дамаске обвинили США в том, что они сфабриковали свидетельства вместе с Израилем, который, в отличие от Сирии и Ирана, не подписывал соглашение о нераспространении ядерного оружия и является единственной ядерной державой на Ближнем Востоке. Вашингтон не упоминал о связи объекта с ядерной программой Ирана.

Transcript: Interview With Khaled Meshal of Hamas

Following are translated excerpts from an interview with Khaled Meshal, the Hamas leader, in his office in Damascus on May 3rd and 4th: He spoke in Arabic.

On the Hamas Charter and a Palestinian State:

The most important thing is what Hamas is doing and the policies it is adopting today. The world must deal with what Hamas is practicing today. Hamas has accepted the national reconciliation document. It has accepted a Palestinian state on the 1967 borders including East Jerusalem, dismantling settlements, and the right of return based on a long term truce. Hamas has represented a clear political program through a unity government. This is Hamas's program regardless of the historic documents. Hamas has offered a vision. Therefore, it's not logical for the international community to get stuck on sentences written 20 years ago. It's not logical for the international community to judge Hamas based on these sentences and stay silent when Israel destroys and kills our people.

On the Decision to Stop Firing Rockets:

There is a mistake committed by some international parties. They regard the firing of the rockets from Gaza as the starting point followed by the Israel response. It's the opposite. Israel is practicing the occupation. Israel is controlling every aspect of Palestinian life. Israel is imposing the siege. Israel is starting things and therefore you have the reaction. Palestinians defend themselves through firing the rockets. Israel is responsible.

Not targeting civilians is part of an evaluation of the movement to serve the people's interest. Firing these rockets is a method and not the goal. The right to resist the occupation is a legitimate right but practicing this right is decided by the leadership within the movement.

Resisting is based on evaluation and timing that take into consideration the following: Maintain the right to resist and to respond to the occupation, keeping in mind the interest of our people and the hardship they are going through and exposing the reality of the Israeli aggression and its policies.

On Hamas's Goals:

The central goal is the liberation of the occupied land and regaining our rights, ending the Israeli occupation, leading our people toward liberation and freedom, achieving the right of self-determination and living in a sovereign state on liberated land. This is the goal for our people to live without occupation, away from the killing.

Until we achieve this goal, we will work hard to serve the Palestinian people in all fields: social, economic, humanitarian in order to alleviate the suffering, implement the reform program to fight corruption, strengthen the democratic life in the political system in the frame of Palestinian Authority and the PLO, unify Palestinians inside and outside for all to work toward one goal that is serving the national cause, and .strengthen the relationship between the Palestinian people and the Arab/Islamic world.

On the Type of Government Hamas Seeks:

The priority is ending the Israeli occupation and achieving the national project. The nature of the system is left for the people to choose. As the people choose their representatives, they will choose their program too.

On President Obama:

There is no doubt that he is speaking a different language. Such language is not only necessary to the international community but also to the American administration after the heavy burden that was caused by the Bush administration and the neoconservatives.

Obama has been clear with his intention regarding a few issues: Afghanistan, Iraq, Syria, Iran. He has given a different speech to the Islamic world through the Turkish gate. But frankly when it comes to the Palestinian/Israeli conflict, we have still not seen a fundamental change either on the level of action or on the level of language. When it comes to Obama, his language is different and positive. When it comes to Hillary it's the opposite. She is returning to the previous administration of Bush,. especially when repeating the Quartet conditions as a condition for reaching Palestinian reconciliation. Her repetition has led to harming the Palestinian dialogue and obstructing it from reaching success to end the Palestinian division.

On Secretary of State Clinton's Proposal to Hamas to Join a Government That Is Similar to the Lebanese Model in Which Hezbollah Is a Member of a Government That Accepts the Arab Peace Initiative Without Itself Relinquishing Its Resistance Card:

Any party that wins the majority should get to implement its program. That is the logic of elections. Is Obama implementing the Republican program? When it comes to Hezbollah, if a party doesn't enjoy a majority and is being asked to participate , it's the party's right to say yes or no to the nature of the program. Hamas got the majority vote and the international community must respect the people's will.

On National Dialogue with Fatah:

We have suggested a way out and have proposed it during the Cairo talks. The national unity government should be based on what was agreed upon in Cairo in 2005 and during the Mecca talks in 2007 and the national reconciliation document of 2006. Hamas and Fatah have accepted all of that and signed on them. It's the logical way out sponsored by Egypt and Saudi Arabia.

Another way out that was proposed by Hamas is a temporary unity government without a political program till the next election. Why impose conditions? Both options have been rejected, which shows there is no intention and the external interference by the U.S., Israel and the Quartet is hindering the ending of the Palestinian division. The Quartet's conditions are not logical.

Hamas will continue its efforts to reaching reconciliation. We will be flexible with all ideas.

On a Truce With Israel and the Release of Captured Israeli Soldier Cpl. Gilad Shalit:

[Former Israeli Prime Minister Ehud] Olmert is behind the failure to reach an agreement over the truce and Shalit. We are ready to finalize both agreements regarding the truce and Shalit at the same time. They go in parallel but they are not to be mixed together. Each is separate from the other.

President al-Assad Meets Kouchner, Underlines Importance of Investing the World Positive Atmospheres for Solving Problems in Region

Damascus, (SANA)-President Bashar al-Assad on Sunday discussed bilateral relations with French Foreign Minister Bernard Kouchner who expressed satisfaction of French President Nicolas Sarkozy over the development of relations between Syria and France and his determination to continuously work to promote them.

President al-Assad and Kouchner also discussed the latest developments in the region where the emphasis was put on the importance of the investment of the positive atmospheres prevailing in the world for finding solutions to the problems facing the Middle East through dialogue.

There was an agreement on the importance of achieving the Palestinian reconciliation as soon as possible, lifting the siege imposed on the Palestinian people in Gaza, stopping the Israeli settlement in the occupied Arab territories and of establishing an independent Palestinian state within the framework of a just and comprehensive peace.

The talks also touched upon the situation in Lebanon, where the two sides voiced the need to intensify the dialogue between the Lebanese parties in order to reach national consensus for forming a government of national unity.

On Iraq, both sides stressed the need to support the Iraqi government's efforts in seeking to achieve national reconciliation among all segments of the Iraqi people.

The meeting was attended by Foreign Minister Walid al-Moallem, Deputy Foreign Minister Dr. Fayssal Mikdad, Assistant Foreign Minister Abdel-Fattah Amora, Syria's ambassador in Paris and the French ambassador in Damascus and the delegation accompanying the French Minister.

In the same context, the Minister al-Moallem completed his talks with Kouchner in the presence of Amora and directors of Foreign Media and Europe Departments at the Foreign Ministry.

The Syrian-French relations, in the past years, have witnessed development at the level of bilateral and regional cooperation with the visit of the President Bashar al-Assad to France in last July and visits of President Nicolas Sarkozy to Damascus in September and January 2008.

Earlier, President al-Assad met Secretary-General of the French Presidency Claude Gyan and the Diplomatic Adviser to French President Jean-David Levitte last June. Both sides expressed satisfaction over the development of the Syrian-French relations which was built on the trust and credibility.

They underlined the need for the continued development of coordination and cooperation between Syria and France to attain interests of the two countries and the region.

In a joint press conference with Minister al-Moallem, French Foreign Minister described his talks with President al-Assad as constructive, adding "the talks dealt with the excellent bilateral relations between the two countries, political dialogue and economic ties as well as the necessity of reaching a comprehensive solution to the peace process."

For his part, Syrian Foreign Minister al-Moallem said that Minister Kouchner held constructive talks with President al-Assad, adding "the talks dealt with bilateral relations and the commitment of Presidents al-Assad and Sarkozy to develop these relations and push them forwards, in addition to the current regional situations and satisfaction over the ongoing dialogue in Lebanon to form a national reconciliation government."

"Talks also dealt with the necessity of realizing reconciliation among the Iraqi people spectrums in addition to the current situation of the peace process where the Syrian side underlined that today there is no Israeli partner to launch this process," Minister al-Moallem said.

On the Syrian stance towards peace process, the Minister stressed that without an Israeli full withdrawal from the Golan to the line of June 4th, 1967, peace and security will not prevail in this region.

Whether Syria sees any horizon to hold an international peace conference this year in light of statements of some Israeli officials or not, Minister al-Moallem said "what is important now is the stance of the Israeli government… Syria will not go to any international conference if there is no good preparation for it, which means that Israel accepts the peace process reference, UN Security Council resolutions, the principle of withdrawing from the occupied Arab lands since 1967 in return for peace."

As for the Syrian-Saudi relations and the expected visit of the Saudi King Abdullah bin Abdul-Aziz to Syria, the Minister underlined that bilateral relation between the two countries is good and there is an exchange of visits on higher levels between the two sides, lately the visit of Prince Abdul-Aziz bin Abdullah and the Saudi Minister of Information and Culture.

"We welcomed the visit of King Abdullah bin Abdul-Aziz to Damascus… the time of the visit will be fixed through diplomatic means," the Minister added.

On the possibility of visiting Syria by some Lebanese leaders who used to antagonize Syria, and later changed their attitude toward Damascus, al-Moallem said "Syria has got a big heart and who takes a step towards Syria, we take a step in return."

"We believe that some Lebanese leaderships have begun to understand the historical and geographical realities and the standing ties between Syria and Lebanon; we welcome such steps and call for deepening the awareness of these realities," he added.

For his part, Kouchner expressed pleasure over visiting Syria, pointing out that the timing of his visit today is not mere coincidence, since it comes on the first anniversary of restarting Syrian-French relations, especially after President al-Assad's visit to France on July 12,2008.

"We expect several visits to take place, particularly visits of French businessmen to Syria, where there are big projects concerning Lattakia port, and other cultural projects connected to Louvre Museum, as well as the issue of increasing scholarships for the Syrian students," Kouchner added, stressing that he will work with the French Ambassador in Damascus to make it easy for students to get visas to France.

On the French efforts exerted in cooperation with USA to lift economic sanctions on Syria, including the purchase of spare-parts for Airbus planes, Kouchner said "We are and we will continue working in this direction and try to do our best and use all possible means whenever the chance allows through dialogue."

Minister al-Moallem commented on this talk that such sanctions hit the security of the Syrian citizens and their comfort with using civil aviation; therefore, the sanctions can be described as unjust, and I am certain that the French side will continue efforts to remove them.

In response to another question about his country's attitude toward the peace process, Kouchner said "All of us have to go back to the peace process and try to find solutions to the problems whether in Lebanon or in the occupied Syrian Golan. France has not changed its attitude toward establishing a Palestinian state, which implies stopping settlement building and going on with the negotiations."

Concerning Lebanon, Kouchner said "We were in complete accord toward the recent Lebanese elections. We had common feelings to leave to the Lebanese people to form their own government and to all the Lebanese parties I have met, including Hezbollah, to come to an agreement among them and to cooperate with their premier-designate Saad al-Hariri to form the new government."

He stressed that France is a friend to all the Lebanese people and "we hope the date for the new Lebanese government will be soon."

On the Iranian issue Kouchner said "We are not fully in agreement with the analysis of what is going on in Iran. It is important to hear President Bashar al-Assad's point of view in this regard."

With regard to Iraq, Kouchner said that President al-Assad focused on the need to have good relations with Iraq, pointing out to the openness in the French foreign policy and the visits being exchanged between officials of both countries, which helps move things forward.

Syrian-French relations have recently witnessed a progress in terms of the bilateral and international cooperation upon President al-Assad's visit to France last July and President Nicolas Sarkozy's two visits to Damascus last September and January.

On May 30, President al-Assad met with French President's Secretary General Claude Gueant and French President's Diplomatic Advisor Jean- David Levitte, where both sides expressed satisfaction over the progress of the Syrian-French relations which were built on trust and credibility.

They stressed the necessity of the continuous progress in the coordination and cooperation between Syria and France serving the interests of both countries and those of the region.

Syria: No peace talks without Israeli promise to return Golan

Syrian President Bashar Assad said he would begin peace talks with Israel only after Netanyahu "guarantees the full return of land and rights," the Syrian News Service reported.

Assad met with French President Nicolas Sarkozy in Paris where they spoke about the future of peace talks between Israel and Syria, reported the Syrian News Service.

Sarkozy told Assad that Prime Minister Benjamin Netanyahu wanted to start talks with Syria with no preconditions.

Assad said that talks without preconditions were "unacceptable," and that he expected the full return of land and rights before he would begin any peace talks.

"This is where talks begin from. The result of the talks is peace; if you want peace then the result will be peace," Assad said.

Assad's visit to Paris last week came two days after that of Netanyahu, who said he was ready to meet the Syrian president anywhere, at any moment, but without pre-established conditions, to relaunch talks over the Israeli-Syrian dimension of the broader Mideast peace process.

During the meeting with Sarkozy, Assad questioned Israel's will to restart peace talks and suggested that a summit meeting between the two enemy states would be useless.

Assad welcomed renewed indirect discussions mediated by Turkey, but appeared to dismiss suggestions of a direct meeting with Prime Minister Benjamin Netanyahu.

"If Mr. Netanyahu is serious, he can send his teams of experts, we will send our teams of experts to Turkey. They can then talk, if they are really interested in peace," Assad said.

Turkey has mediated talks between Israel and Syria, but they broke off after Israel's winter offensive against Hamas in Gaza.

Assad reiterated his complaint that Israel is not fully committed to talks mediated by Turkey. He said the mediator and Syria are ready but what is missing is an Israeli partner ready to move forward and "ready to reach a result."

In addition to Middle East peace, Sarkozy and Assad discussed Iran's contested nuclear program. Damascus is a friend of Tehran. Strengthening bilateral ties between Syria and France also was discussed on Assad's latest visit.

Assad welcomed French help in the eventual Israeli-Syrian discussions, but only as a supporting player to Turkey, by encouraging Israel to return to talks with Syria.

Assad to Obama: Draw up Israel-Syria peace plan

In an interview with French daily Le Figaro published last Friday, Assad said U.S. President Barack Obama should come up with a firm plan of action to renew peace talks between Syria and Israel.

He said the dialogue initiated by Obama's administration had not gone "beyond an exchange of views."

"There has not been an executive plan," he said.

While Netanyahu said during his meeting in Paris he was ready to start peace negotiations with Assad immediately, the Syrian leader accused Israel of not truly wanting to relaunch talks.

"But the weak point is the American sponsor [of peace talks]," Assad told Le Figaro.

"What Obama said about peace was a good thing. We agree with him on the principles, but as I said, what's the action plan? The sponsor has to draw up an action plan," he said.

Assad said that while relations with the United States had improved, issues such as continued U.S. sanctions against Syria were hindering any joint work towards peace in the Middle East.

Asked about Israel's complaint to the United Nations earlier this month about what it said was an Iranian attempt to supply weapons by ship to Lebanese militant group Hezbollah, Assad accused Israel of lying.

"What proof is there that the arms were for Hezbollah or someone else?" he said, adding that a sovereign state had the right to buy arms. He said Israel's seizure of the ship amounted to "an act of piracy in the middle of the Mediterranean."

Peace talks between Israel and Syria faltered in 2000 over the demand by Damascus for a full withdrawal from the Golan Heights, a strategic plateau Israel captured in the 1967 Six-Day War and later annexed.

Turkey later mediated a limited series of contacts between the two countries, which failed to result in any formal negotiations. Israel accuses Syria of helping to arm Hezbollah and Hamas, its militant enemies in Lebanon and the Gaza Strip.

Keeping the Golan won't protect Israel from Syria

On June 19, 1967, a week and a half after the end of fighting in the
Six-Day War, ministers, including Menachem Begin, were willing to give up on the gains made on the Syrian front in exchange for peace.

"Israel is proposing a peace agreement on the basis of the international

order and the security needs of Israel," the government statement read,
listing the following conditions: "A peace agreement would require: 1.
Demilitarization of the Syrian heights currently held by the IDF forces; 2. An absolute promise not to interfere with the flow of water from the sources of the Jordan [River] to Israel."

Thus were created, 42 years ago, the basic conditions for an agreement, which are still valid today.

If negotiations between Syria and Israel are resumed, given the fact that
pulling out of the Golan Heights is a known price, what will be left to
discuss is the security of Israel under such circumstances.

Despite the significant changes that have occurred in the structure of the Syrian army, including its size and weapons systems, an agreement
demilitarizing the heights and securing the water sources of Israel (the
Kinneret and the sources of the Jordan River), in order to ensure security would be sufficient.

There will be a need to reach agreement on other issues pertaining to
security, but these will be minor and will stem from the two basic conditions.

At the Israel Defense Forces headquarters there is general consensus that the benefit of a peace accord with Syria outweighs the risk of pulling out of the Golan Heights.

This is the reason that Chief of Staff Gabi Ashkenazi has publicly called to return to the negotiation table and has said that "we should not be
disheartened by Assad."

The IDF brass is convinced that it is possible to reach arrangements that will not undermine the country's security.

Defense Minister Ehud Barak has also stressed that "the signs of peace from Syria should not be looked down upon."

A central defense issue on the Syrian front is concern about a surprise
attack. Actually, a pullback from the Golan Heights will improve deterrence. A demilitarized zone, free of offensive forces, will distance the armies of the two states further and would create a buffer where, if Syrian forces enter they will be immediately discovered, and guarantee a deterrent against the possibility of war.

If early warning stations on Mount Hermon are added to the equation, it will be possible to detect a concentration of forces and expose violations of the demilitarization agreement.

The next war with Syria, if it occurs, will be characterized less by armor battles and conquest of territory, and more by missile and rocket launches from behind the front lines.

The Syrian army has about 1,000 ballistic missiles, with a range of 300-700 kilometers, covering every point inside Israel. More problematic, from Israel's point of view is Syria's rocket arsenal. The IDF does not really have a response for the thousands of 220 mm rockets (with a range of up to 70 kilometers) and the 302 mm ones (with a range of 90 kilometers), like it had no response for the thousands of Katyusha rockets launched by Hezbollah in 2006.

Moreover, the Syrian army has deployed tens of thousands of BM-21 rockets, whose range is 20 kilometers. The Golan Heights does not contribute a thing in countering the missile and rocket threat.

An international force in a buffer zone in the Golan Heights, separating
between the armies and inspecting both sides, will fulfill the conditions of the agreement, and will add an important element to Israel's sense of
security. The Syrians seemingly agreed in talks at Shepherdstown in 2000 to the deployment of U.S. or European forces, as a force in the demilitarized buffer zone.

Prime Minister Benjamin Netanyahu must decide whether achieving peace with Syria is a strategic target, as the chief of staff and defense minister think. If he decides yes, then the argument that has been made more than once to excuse delaying an agreement with the Syrians, that the cost is too high because it may undermine Israel's security, is patently invalid.

Syrian President Bashar Assad appears to have made the strategic decision to sign a peace accord with Israel. If there are those who think that this is mere posturing, this is the time to test him. The security of Israel will not be endangered if it turns out that Assad does indeed mean what he says.

Satellite images reveal: Hezbollah training in Syria missile base
Google Earth photos reveal Scuds at base near Damascus.

The Syrian army has a Scud missile base near Damascus, according to recent satellite photos. The photos also suggest that Hezbollah activists are being trained in the Scuds' use at the base.

Reports that Syria may have given Hezbollah Scuds ratcheted up tensions between Jerusalem and Damascus about six months ago, according to foreign media.

The photos, taken on March 22, can be seen by any web surfer on Google Earth. They show extensive construction at several military bases throughout Syria, including at one of the country's three largest missile bases, located 25 kilometers northeast of Damascus, near the city of Adra.

The base is in a deep valley surrounded by 400-meter-high mountains. Concrete tunnels lead from the base into the mountains, where the Scuds are apparently stored.

The photos show five 11-meter-long missiles (the length of both the Scud B and the Scud C ) at the Adra base. Three are on trucks in a parking lot. Two others are in a training area where 20 to 25 people can be made out along with about 20 vehicles. One of the two missiles appears to be mounted on a mobile launcher; another is on the ground.

In April, the Kuwaiti newspaper Al Rai reported that Syrian President Bashar Assad was arming Hezbollah with Scuds. The paper did not mention the type of Scud, but the Scud C has a range of approximately 600 kilometers.

About a month later, Amos Harel reported in Haaretz that Damascus had given Hezbollah highly accurate and lethal M-600 rockets with a range of 300 kilometers.

In late May, the Sunday Times of London reported that shipments of weapons from the Adra base were going to Hezbollah, and that according to anonymous security sources, Iran was sending missiles and other weapons to that base via the nearby Damascus airport. It also said Hezbollah had been given a section of the base for barracks, warehouses and a fleet of trucks to transport weapons to the Lebanese border, 40 kilometers away.

Earlier that month, Brig. Gen. Yossi Baidatz, the head of research for Military Intelligence, told the Knesset Foreign Affairs and Defense Committee, "The long-range missiles Syria recently gave to Hezbollah are just the tip of the iceberg. Hezbollah already has thousands of rockets of all kinds and all ranges."

Due to the rising tensions at the time, Egyptian President Hosni Mubarak and Saudi King Abdullah invited Assad to an urgent summit at Sharm al-Sheikh. Assad, however, canceled at the last minute. A senior analyst told Haaretz at the time that while Assad was presenting himself to Europe as a peace-seeker, he continued to maintain his strategic alliance with Iran and Hezbollah.

Earlier that month, Brig. Gen. Yossi Baidatz, the head of research for Military Intelligence, told the Knesset Foreign Affairs and Defense Committee, "The long-range missiles Syria recently gave to Hezbollah are just the tip of the iceberg. Hezbollah already has thousands of rockets of all kinds and all ranges."

Syria attempted to build nuclear reactor

The head of the International Atomic Energy Agency said for the first time that a target destroyed by Israeli warplanes in the Syrian desert in 2007 was the covert site of a future nuclear reactor, countering assertions by Syria that it had no atomic secrets.

Previous reports by the International Atomic Energy Agency have suggested that the structure could have been a nuclear reactor. Thursday's comments by IAEA chief Yukiya Amano were the first time the agency has said so unequivocally.

By aligning Amano with the US, which first asserted three years ago that the bombed target was a nuclear reactor, the comments could increase pressure on Syria to stop stonewalling agency requests for more information on its nuclear activities.

Amano spoke during a news conference meant to focus on the Fukushima nuclear disaster after a visit to the Paris-based Organisation for Economic Cooperation and Development to discuss clean-up efforts at Japan's tsunami-ravaged nuclear plant.

'The facility that was ... destroyed by Israel was a nuclear reactor under construction,' he told a full news conference in response to a question from The Associated Press, repeating to the AP in taped comments afterward: 'It was a reactor under construction.'

Suggesting that Amano had erred in making the public comments, the IAEA later put out a statement that he 'did not say that the IAEA had reached the conclusion that the site was definitely a nuclear reactor.'

The rollback reflected previous, more circumspect, IAEA language. In a February report, Amano had said only that features of the bombed structure were 'similar to what may be found at nuclear reactor sites'.

Israel has never publicly commented on the strike or even acknowledged carrying it out. The US has shared intelligence with the agency that identifies the structure as a nearly completed nuclear reactor that, if finished, would have been able to produce plutonium for the fissile core of nuclear warheads.

Syria denies allegations of any covert nuclear activity or interest in developing nuclear arms. Its refusal to allow IAEA inspectors new access to the bombed Al Kibar desert site past a visit three years ago has heightened suspicions that it had something to hide, along with its decision to level the destroyed structure and later build over it.

Drawing on the 2008 visit by its inspectors, the IAEA determined that the destroyed building's size and structure fit specifications that a reactor would have had. The site also contained graphite and natural uranium particles that could be linked to nuclear activities.

The IAEA is also trying to probe several other sites for possible undeclared nuclear activities linked to the bombed target but Damascus has been uncooperative on most counts, saying that most of the sites are restricted because of their military nature.
