Adoption of Russian children has turned political


Issue of Americans adopting Russian children has become a hot button political issue since 2010 when a Tennessee mother shipped back to Russia an 11-year-old boy on an 11-hour-flight. That turned suspension to all Russian adoptions and a greater scrutiny of the type of parents who adopt. This leads us to the case of three children in Texas adopted from Russia and who had many difficulties with their new life in America. Joining us now to tell us her story is Diana Black, she runs a home for abused children in Silsbee, Texas.

The issue of Americans adopting Russian children has become a hot button political issue since 2010 when a Tennessee mother shipped back to Russia an 11-year old boy on an 11-hour flight that led to a temporary suspension of all Russian adoptions and a greater scrutiny of the type of parents who adopt. This leads us to the case of three children in Texas who were adopted from Russia and have had many difficulties with their new life in America. Joining us now to tell us their story is Diana Black, she runs a home for abused children in Silsbee, Texas.

So, tell us about these three children in Texas?

I first met the children when I was sent by Child Protective Services to spend time with them and to do an interview, because numerous reports of abuse have been made. I went to their home in August in 2008 and talked to the 3 children and documented information from them and then I returned this information to Child Protective Services. I had a concern immediately because little response was made and the children weren’t removed from the home which concerned me because the abuse was the worst type of child abuse I’ve ever seen: the conditions were deplorable and things that were being done to the children were outrageous. And actually child abuse is against the law as you know, but in my experience I found that often times instead of legal action being taken civil servants were sent to take care of the situation and the philosophy in Texas is that the children should remain with parents if at all possible, I agree with that. But sometimes it goes too far and when children are in danger we have a responsibility to protect them. These three Russian children don’t have any extended family in Texas and so I was unable to give them the help they needed. Over the years the children repeatedly ran away from the home and they oldest child has been missing now for about a week and the two younger children ran away this past Sunday, they were found on Thursday and returned to their home. There is another CPS case that’s been open. This has been going on since they arrived in America in 2002.

What types of abuse were you seeing?

Oh, god. When I talked to a little boy, he had his teeth broken and I asked him about that he told me his adoptive mother had hit him in the mouth with a shoe. Also he was undernourished, he was 12 years old and he weight about 58-60 pounds and I know that because we weight him at some point at the children’s home. He was being denied food occasionally, he was punished by not receiving food and he was often times locked in a room with a bucket to use as a toilet. There was a mattress in the room and on the floor. I saw this, I went to his home. And he said sometimes they left a mattress for him to sleep on and sometimes they dragged it out of the room and he had to sleep on the floor. When child abuse reports were being made and numerous reports were made by many people and I have names and numbers of at least 2 dozen people who made reports from 2002 to this current day, it was very difficult for me to speak to the child and hear these awful things that were being done to him. It just broke my heart.

And when you see these types of things happening and continue to happen, who do you put the blame on? Is it the adoption agency, is it the state of Texas, of course, the parents, but when you try to get things to have changed where do you see to be the root of the problem?

I think the problem is in part the lack of requirements of the adoption agencies. Post-adoption services are very important, once children are placed, someone needs to go into the home periodically to make sure that everything’s ok. It’s partly because the adoption agency doesn’t have strong outlines and it’s partially could be because at a home study that wasn’t done carefully enough, Child Protective Services in Texas, like I said, have a philosophy of leaving children in the home when at all possible and sometimes they just carry that too far and they do family safety services. So, first thing they did, I guess, after they were involved in the case, the adoptive mother had to leave the home and so she left for about 6 weeks and then returned. Things like that don’t actually solve any problems when there are more abuses of the two.

We saw that as many as hundred thousand Russian children have been adopted by foreigners since the collapse of the Soviet Union two decades ago and fewer than 20 of them have died as a result of negligence or abuse. So, when we look at this case as tragic as it is, do you think it’s more just a horrible tragedy of one particular family abusing these children rather than a symptom of something larger?

I think most children who were adopted by Americans are in wonderful homes and I know some families who have adopted Russian children and they are in just fabulous situation. I think that just like there is abuse of American children in the United States, occasionally children who are adopted from other countries fall into some of these unfortunate situations. This particular situation we are talking about, I don’t think is typical. I was really surprised that I was unable to find anyone to protect the children and I turned to detective services and the law enforcement and I was unable to get any help for the kids. The boy, the oldest boy who was 12 at the time, he is now 16, continued to run away repeatedly and to stay in the woods several neighbors helped him to come in, gave him a place to stay. Each time he was found and returned. He was in the children’s home, I ran the home for abused children, I had him 4 times and 6th time he ran away I took him here to Child Protective Services in the state because I was unable to attain help for him locally. So, I went to the top and I had full confidence that they would resolve the situation and take care of these children but that didn’t happen.

What do you think the role of the Russian government should be in this particular case?

I think that Russian government should enforce any law, I don’t know the laws they have, but if they have any law, any requirement, any even recent things that have been agreed upon between Russia and the United States, any improvements that have been made since 2002 when these children were adopted, I think that should be retroactive and that someone should be able to go into the home and talk to the children, the two who are still there.

Speaking of that, the Department of State and the Department of Homeland Security announced back in July 2011 that there was bilateral agreement about adoptive children and cooperation to strengthen safeguards between Russia and the United States. The agreement provides the safeguards to protect the welfare of children and the agreement also designs to improve post-adoption reporting and monitoring to insure that perspective adoptive parents can receive more complete information about adoptive children’s social and medical histories and anticipated needs. What do you make of that agreement and do you see any ramifications of that agreement in this particular case?

The things you’ve just mentioned are wonderful and necessary. I think we’ll go a long way in preventing situations like this in the future. I am hopeful that those stipulations can be applied to these children. The children I am speaking about were adopted in 2002 before these new regulations were put into place but since the children are still underage, I think those regulations you just told me about should apply to all underage children in America and not just the children who are being adopted in the future.

You mentioned that this case is still fluid. Where do you think it stands now and what do you think is going to happen in the future? I guess the oldest child is going to be an adult in 2 years. What do you see things happening from here?

With these particular children?

Correct.

There is an new CPS, Child Protective Services, a new CPS case was opened I think sometime last week. The investigator has, I believe 10-14 days to gather information and to make a determination. The problem with this situation is right now, that the two children are still in the abusive home, are afraid to say anything because in the past they’ve told the truth to Child Protective Services and they weren’t removed. So, they have been put in a more dangerous situation and if they are being asked questions and if they are not taken out from home, they are afraid to talk about the things that have been done in the home because when the Child Protective Services worker leaves, then the children stay with their adoptive parents. The oldest child, the one who is missing right now, was very brave and he always told the truth and he told to anyone who would listen to him and he bagged for help and asked for help. In 2008 when I met him, he has been asking for help for quite sometime and I don’t know if I mentioned the children were taken out of public school and were kept in home for about 2,5 years because school authorities were calling Child Protective Services. The children weren’t allowed to leave the home, the windows were boarded up with plywood. And after I met them, some changes were made and the children were in public school but they were under strict instruction cause the adoptive parents did not just say anything to teachers or anyone in the school and so still they have controlled the two youngest children in particular, and the oldest child, a boy, like I said he has been very forthcoming in asking for help and he told me at the day when I met him “I keep telling my sisters to tell the truth so that somewhat would help us”.

Сидят на измене, посетителей встречают с оружием в руках - неспроста, ох неспроста! Не хотят ....э-э-э.....возможных осложнений в ходе визита.

Как сообщалось ранее, утром в среду, 24 апреля, 43-летний Рик Смит ворвался в одну из квартир на первом этаже жилого дома и открыл стрельбу по членам проживавшей там семьи.

Погибла молодая семейная пара - 22-летняя Британи Луарк и ее гражданский муж Рой Ралстон, двое их сыновей в возрасте 1 года и 5 лет, а также 65-летняя бабушка Луарк.

Кроме того, тяжелые огнестрельные ранения получила шестилетняя дочь семейной пары. Отмечается также, что Луарк в момент убийства была беременна.

Как рассказали в правоохранительных органах, Смит вынес раненную девочку на руках из дома и передал соседу, а сам скрылся с места преступления на автомобиле, передает ИТАР-ТАСС.

Полицейские быстро обнаружили его машину и начали погоню. При задержании полицейские были вынуждены применить оружие.

От полученных ранений преступник скончался в больнице. Мотивы его действий пока не известны. Власти полагают, что Смит знал семью погибших.

Мэр Манчестера - Рональд Дрейк - подтвердил, что Смит был его племянником, с которым он, однако, не общался последние два года. По словам градоначальника, мужчина был безработным.

Детский омбудсмен Павел Астахов решил наглядно объяснить, от каких жутких преступлений позволяет спасти российских детей запрет на усыновление иностранцами. Уполномоченный при президенте РФ по правам ребенка рассказал в Twitter'е о двух иностранцах, "купивших" российского ребенка, которого впоследствии насиловали и снимали в порнофильмах.

"Американец Марк Ньютон и его партнер из Новой Зеландии Питер Труин за 8000 долларов уговорили женщину из России выносить им ребенка. Забрав мальчика, так называемые родители неоднократно совершали с ним действия сексуального характера, снимая это на фото и видео", - привел Астахов подробности чудовищной истории.

Ребенок стал жертвой еще как минимум восьми педофилов во Франции, Германии и США, "куда его специально привозили для съемок в порнофильмах", добавил Астахов. "Вина Ньютона доказана. Он получил 40 лет тюрьмы и должен перевести на счёт ребёнка 400 000 долларов. Питер Труин ожидает приговора в Новой Зеландии", - написал.

"Пострадавший от многолетней сексэксплуататции усыновленный российский мальчик в настоящее время передан в приемную американскую семью", - добавил Астахов.

История Адама

Приговор Марку Ньютону был вынесен в США в минувшую пятницу, он получил максимальное наказание, возможное для такого преступления. Вместе с ним были осуждены юрист из Флориды и тренер по теннису из Мичигана, на которых американским правоохранителям удалось выйти при содействии австралийских коллег. Двое этих американцев посещали дом Ньютона и Труина в Сан-Франциско, где принимали участие в съемках порно с усыновленным ребенком, сообщает 7 News.

Издание выяснило подробности этой истории. Действительно, маленький мальчик, рожденный суррогатной матерью в России и усыновленный гей-парой, Ньютоном и Труином (педофилы утверждают, что Ньютон - биологический отец ребенка) начал сниматься в порно в возрасте 22 месяцев. Как правило, насиловали ребенка - журналисты дали ему имя Адам, настоящее имя не раскрывается - его собственные приемные родители, однако за все время участия в съемках он успел стать жертвой еще как минимум восьми педофилов из Германии, США и других стран.

На публике Ньютон и Труин, в то время проживавшие в Австралии, изображали образцовую семью. В 2010 году ABC даже публиковало о них восторженный материал под заголовком: "Два папы лучше, чем один" - снабженный идиллической фотографией счастливого, как кажется, семейства.

Адама с младенческого возраста приучали к сексуальному насилию и убеждали, что это - норма. Так что все происходящее с ним мальчик, не зная другой жизни, воспринимал как данность. И даже когда в отношении мужчин было начато расследование, а ребенка допрашивали правоохранители, малыш ни разу не заявил, что папы поступали с ним плохо, отмечает 7 News.

Вычислить педофилов удалось благодаря тому, что в середине 2011 года был задержан один из фанатов их порнопродукции. У него в компьютере следователи нашли помимо детского порно фотоснимки семейства Ньютон-Труин. И хотя на тех фотографиях ничего предосудительного не было, они все равно показались подозрительными опытным борцам с сексуальными преступлениями.

К тому моменту, как расследование раскрутили на полную, пара вместе с ребенком уехала из Австралии в США, откуда начала заявлять, что власти преследуют их из-за нетрадиционной сексуальной ориентации. Впрочем, вскоре австралийцам удалось найти убедительные доказательства того, что Адам подвергался насилию, и осенью 2011 года мальчика забрали под опеку. Расследование продолжалось, следователи нашли доказательства, что педофилы пытались выходить на контакт с другими детьми, впрочем, фактов насилия в отношении других несовершеннолетних обнаружить не удалось.

"Мы ставим барьер для негодяев"

"Российские дети-сироты всегда привлекали иностранных извращенцев из-за доступности. Запрещая иностранное усыновление, мы ставим барьер для негодяев", - сделал вывод Астахов. Отметим, что в его записи речь идет об иностранных усыновлениях в целом, при том что в России они пока что не запрещены. За последнее время законодатели ввели запреты на усыновление российских детей американцами, а также иностранными гей-парами. Например, однополыми семьями из Франции, где с недавних пор такие браки официально регистрируются.

При этом педофилы Ньютон и Труин были арестованы еще в феврале прошлого года. В России их дело широко не обсуждалось, и разговоров о запрете на зарубежные усыновления в то время не велось. Стоит отметить, что если утверждения педофилов о том, что один из них является биологическим отцом ребенка, истинны, то нынешний антигейский закон, вероятно, не смог бы воспрепятствовать им увезти мальчика из страны.

В прошлом Павел Астахов неоднократно выступал с обвинениями в адрес иностранных усыновителей, взявших на воспитание российских детей. В некоторых случаях, таких, как дело о гибели Максима Кузьмина, в дальнейшем выяснялось, что он поторопился с выводами. Тогда детский омбудсмен объявил, что усыновленный в псковском детдоме мальчик якобы был убит приемной матерью-американкой. В действительности оказалось, что он погиб в результате несчастного случая - получил смертельные травмы, упав на детской площадке. В деле Ньютона и Труина, однако, вряд ли можно ожидать столь радикального поворота: приговор одному из педофилов уже вынесен, наказание для второго, надо полагать, не заставит себя ждать.

HE was a child star but all for the wrong reasons.

He made his debut at just 22-months old - not for a toy store advertisement or even a family friendly PG film. This was for hardcore global pornographic syndication.

He would be filmed being sexually abused by his “adoptive parents” and at least eight other pedophiles in Australia, France, Germany and the United States.

His horrific introduction to the insidious world of pedophilia dated back to 2005 when his Russian mother sold him for $8,000 to a member of Boy Lovers – a sophisticated global network of men whose sexual preference are boys aged between six and eight years old.

The boy was “adopted” by American Mark J Newton who lived in Brisbane and Cairns with his Australian boyfriend, Peter Truong.

Such was the extent of the abuse, the boy, who will be called Adam for legal reasons, grew up believing the abuse and exploitation was a natural part of his daily existence.

Newton even coached Adam on how to deny any inappropriate activity if questioned by investigators.

He was so indoctrinated that when interviewed by a queue of US experts, Adam did not reveal the severe sexual abuse he suffered at the hands of his “parents” and the Boy Lovers network.

Queensland Police Taskforce Argos, which targets pedophiles, also fear the same techniques may have been used on several other children who came into contact with the men.

Newton and Truong’s secret life began to unravel at a New Zealand home in August 2011 when a fan of their work and fellow sex offender was arrested with computer drives containing “happy snaps” of Adam and his parents among images of child exploitation.

To the untrained eye, the pictures depicted a family outing, but to a network of veteran detectives the snaps triggered grave concern.

“On examination of the drives, they located some of the images – whilst they were not of a nature that would constitute a criminal offence, to the trained eye, and there is a network of investigators across the world who do this on a daily basis, the images were not what you would see as a traditional family snap,’’ said Detective Inspector Jon Rouse, head of Queensland police Taskforce Argos which targets pedophilia.

“The pictures were kind of modeling shots, it looked wrong to us,” said Inspector Rouse in an exclusive interview with Seven News.

Qld dad caught in child sex ring

A gay father has been jailed for 40 years in the US for sexually exploiting his adopted son. Amanda Abate reports.

However a detectives’ hunch was not sufficient for a search warrant but it was enough for both Argos and New Zealand’s Department of Internal Affairs to launch an investigation.

Argos conducted background checks and used their specialist victim identification staff to identify who the people were in the photos and locate the boy. At the same time New Zealand authorities examined chat logs and information contained on their offender’s hard drives.

“The information and text from those logs was the catalyst to gain grounds for a search warrant. The text clearly indicated communication between the suspects (Truong and Newton) and other child sex offenders where the child had been sexually abused and the material live-streamed in some cases to these other offenders,’’ Insp Rouse said.

Further checks revealed Truong and Newton had travelled extensively, and at that time, had left Queensland for the US.

Argos conducted several raids in Queensland including the men’s Cairns home where they found a sophisticated set-up of surveillance cameras.

Concerned for Adam’s welfare, Queensland police alerted their US counterparts who raided the men’s Los Angeles home and took them into custody and placed Adam into care in October 2011.

“Now the information we provided them at the time was tantamount to what you would call the smoke but not the gun. We had our concerns, the chat logs and material but it was not enough for the US authorities to actually prosecute the two men. It was enough, however, for us to ensure that the young boy was kept in care…’’ he said.

The police raids in north Queensland uncovered a significant volume of material but it was encrypted and Argos investigators did not have the pass phrases to unlock it.

Using the material that was not encrypted, the taskforce victim identification team spent months piecing together a timeline of the men’s life.

“These two individuals were meticulous about cataloging nearly everything they did, all of their travel. The young boy featured very heavily in most of this material. Everything from airports to theme parks….they documented everything which was to their detriment,’’ he said.

The information also helped police identify some of their associates.

“So the backend of all this work being done, we had encrypted material we had a strong suspicion contained child exploitation images. We had a boy in care and the two offenders at large in Los Angeles protesting their innocence and the matter progressing through the (US) Family Law Court,’’ Insp Rouse said.

At the time Newton and Truong claimed authorities were targeting them because of their homosexuality.

Insp Rouse rejected the men’s claims saying Argos targets anyone who harms children.

"If you're harming a child - I don't care what your gender is - we will take action. Our interest is the child, not your sexual preference."

Through their strong ties with their overseas counterparts, Argos learned the US Postal Inspection Service (USPIS) was investigating the Boy Lover network.

USPIS investigator Brian Bone was alerted to the photos of Adam found on the New Zealand offender and recognised he was the same boy who featured pornographic footage and images uncovered in several of their investigations.

Argos sent all of the evidence they had collected to the US along with the technique Newton and Truong, both computer experts, had used to encrypt their hard drives.

The men were arrested in February last year.

Newton and Truong have previously claimed in media interviews their son was born to a Russian surrogate mother they found on the internet.

Once US authorities confronted Truong with the evidence gathered from parallel investigations, he provided the pass phrases to investigators. Newton refused to co-operate.

When the drives were unlocked, it was “blatantly apparent” to investigators Newton and Truong had bought Adam into their lives for exclusive purpose of sexually exploiting him among the Boy Lovers network.

“The evidence told us effectively that these two men are intrinsically linked with child sex offenders, with a preference for young boys, going back a long way and they have travelled the world and sexually exploited that young boy…”Insp Rouse said.

Earlier today Australian time, a US Judge jailed 42-year-old Newton for 40 years – imposing the maximum sentence for the federal crimes of conspiracy to sexually exploit a minor and conspiracy to possess child pornography.

The District Court in Indianapolis was told Adam was made available for sex for at least eight men when he was between the ages of two and six.

Two other men, American residents John R Powell, 41, a Florida-based lawyer, and Jason Bettuo, a 36-year-old Michigan tennis coach, have also been charged.

US Attorney Joseph H Hogsett said between 2010 and 2011, Newtown and Truong travelled to San Francisco to meet with Powell and Bettuo who filmed themselves having sex with Adam.

Powell also travelled to the men’s Cairns home in this time to do the same with Adam.

The trafficking of the sex abuse images over the internet and the US mail system kicked off the original USPIS investigation.

"Personally.. I think this is probably the worst (pedophile) rings.. if not the worst ring I've ever heard of,’’ USPIS Investigator Brian Bone said.

“For more than one year and across three continents, these men submitted this young child to some of the most heinous acts of exploitation this child has ever seen,’’ Mr Hogsett said after the court hearing.
Truong, 36, has pleaded guilty and is awaiting sentencing of charges of conspiring to sexually exploit a child, and possessing child pornography.

Adam’s future is unknown and he is currently in the care of an American family.

Newton and Truong have previously claimed in media interviews that after several failed attempts to find a surrogate in the US, their son was born to a Russian surrogate mother they found on the internet.

"We decided that we would have a child, that it was time for us to have a family. We wanted to experience the joys of fatherhood and we started our surrogacy over in the United States back in 2002," Truong said at the time.

"We have heard about a lot of scams and certain people who represent themselves as so-called surrogate mothers who are really out there just to make money," he said.
The men claimed Mark was the biological father and Adam’s mother handed him to them when he was five days old.

Investigation into the men’s activities is continuing.

Insp Rouse said the taskforce had interviewed several sex offenders in Queensland and Australia who had been communicating with Newton and Truong.

Detectives have also interviewed several Queensland children who came into contact with the pair.

"Based on the activity of these individuals - you'd have to have suspicions any child that would have had contact with these men - I would have to think is a high likelihood of being affected in some way"

“We have conducted a number of interviews with a number of children, however we do not have any disclosures of sexual abuse,’’ he said.

Examination of the pair’s finances has also raised questions with investigators of how the men supported their global lifestyle with no obvious means of income.

“There was no real money trail that indicates they are in a form of employment that would sustain the lifestyle they’ve had and you can draw your own conclusion with respect to the amount of travel they’ve done and where they’ve been and the purpose of that travel,” Insp Rouse said.
Insp Rouse said Argos had encountered members of the Boy Lovers network in child sex investigations between Brisbane and the Sunshine Coast several years ago.

If either Troung or Newton ever return to Australian shores, Taskforce Argos will pursue them, Insp Rouse said.

Five years ago, the Russian economy was teetering on the brink. Following Moscow’s invasion and annexation of Crimea in March 2014, western countries imposed powerful economic sanctions on Russia which, coupled with a steep decline in the price of oil, could have brought the Kremlin to its knees.

Yet by many metrics, Russia’s $1.7tn economy looks to be in better shape today than it has done for some time. Growth is slower but more stable, a $124bn sovereign fund has been created, exporters have found new markets and importers have found domestic alternatives.

Some economic analysts think Moscow has more to fear from an abrupt removal of the sanctions than additional ones. “The single biggest danger to the Russian economy would be if the US woke up one day and lifted all the sanctions,” says a senior official who advises the Russian central bank. “There would be a massive inflow of capital, the currency would spike, all the government’s policies would be in tatters. It would be a disaster.”

That Russia should be in this seemingly absurd situation is a result of prudent fiscal policy by the Kremlin, economic adaptation over the years spent under western restrictions — and a fat slice of luck.

The sanctions, imposed by the US, EU and other countries in various tranches since 2014, include travel bans for prominent individuals, prohibit long-term financing for some major corporates and ban assistance to Russian oil and gas companies for Arctic, shale and offshore projects.

Few economists argue that the overall economic picture in Russia is better today than it would have been without any sanctions at all.

Yet Moscow’s resilience has called into question the power of the extraterritorial restrictions imposed by the US and EU, and their worth as a foreign policy tool.

“Russia’s economy has been far more resilient than many feared back in 2014,” says Sofya Donets, Russia economist at Renaissance Capital.

While President Vladimir Putin said there was “nothing good about [sanctions]” at his annual press conference last month, he added: “But our economy — I can say this with full responsibility — has been able to adapt to external shocks, while our national currency has actually become much more stable, even with possible energy price fluctuations.”

Russia’s response to the sanctions focused on three key areas. First, it tightened its belt, cutting public spending and forcing its banks and major corporates to clean up their balance sheets. That was partly due to the slump in foreign credit caused by sanctions and investor sentiment, and partly due to a sense that the economy needed a safety net.

Second, it spent trillions of roubles on programmes to create domestic substitutes for imported goods, while food imports from the EU were banned in order to stimulate local production.

And third, it overhauled how Russia spends the vast proceeds from selling oil and gas. Income from energy exports above a certain level was diverted into a national wealth fund, which ended a pattern of boom-and-bust caused by government spending linked to the oil price. It also, almost overnight, severed the bond that had seen the rouble move in tandem with energy markets.

The results have been impressive. All three levels of Russia’s government ran a budget surplus in 2018 and 2019, and its total public debt is about 15 per cent of GDP. The EU average is 80 per cent.

Since the end of 2015, Russia’s international currency reserves have risen almost 50 per cent to $542bn at the end of November, the highest level since 2011 and close to a record peak achieved in 2008. The farming sector is booming — wheat production in 2017 was the highest ever on record — and Russia earned a record $24bn in agriculture exports last year, more than twice what it made from arms exports.

And, thanks to a relatively steady increase in oil prices since 2014 and the successful implementation of the wealth fund, Russia had $124bn saved up at the start of December — about 7 per cent of GDP.

James Roaf, head of the IMF mission to Russia, credited the economic situation to Moscow’s “adherence to a sound macroeconomic framework, which supports economic activity by reducing uncertainty, keeping inflation under control and providing confidence in the exchange rate.”

Yet economic growth is still way below the Kremlin’s hopes. Independent studies suggest real GDP growth was just 1.2 per cent last year and will be around 1.6 per cent this year and 1.8 per cent in 2021. That compares with 3.8 per cent in 2012, and Mr Putin has ordered his government to find ways to raise it.

Many observers credit sanctions with at least tempering those figures, citing a collapse in foreign direct investment — from an annual average of $54.5bn between 2011 and 2013 to $19.2bn between 2015 and 2018 — as a major factor.

Targeted sanctions have also had an undeniable impact. The US’s imposition of personal sanctions on Oleg Deripaska and some other leading businessmen in 2018 effectively cut all of their companies off from the global market, hitting some of Russia’s most important industrial groups.

Measures curtailing investment and technology transfer to the Russian energy industry in certain areas such as shale, offshore or Arctic drilling have had a medium-term impact not yet seen, given the long gestation period for energy projects.

“International sanctions which have pervasive effects in adding to business uncertainty [are] holding back both foreign and domestic investment, and reducing Russia’s international market integration,” Mr Roaf said after a recent visit to Russia.

But the threatened economic collapse has not occurred, and the Kremlin appears publicly undaunted by the impact of these measures. Instead, it is seeking new friends in Asia and Africa to partially offset the fall in western trade and investment. Trade with China has risen 53 per cent in the last three years to $107bn in 2019, while a recent summit hosted by Mr Putin attracted 43 heads of state or government from Africa.

“We actually support a full normalisation, especially since none of those [sanctions] really work effectively,” Mr Putin said last month. “Indeed, this policy causes us problems, but there are benefits, too, and they are also obvious.”

Мыслят исключительно в рамках одной единственной парадигмы: Мы у них деньги отберём или не дадим - и они к нам на коленях приползут. И Крым отдадут, в обмен на кредиты. Похоже сами живут по этому принципу, в смысле ради денег готовы поступиться любыми принципами, ну и, натурально, считают что все такие. Пример Северной Кореи и Палестины их ничему не учит.
