Net tightens on the amateur assassins

By Ben Fenton, John Steele, Roger Highfield and Duncan Gardham
Last Updated: 12:48pm GMT 01/12/2006

Anti-terrorist detectives are following a trail towards the assassins who killed a former Russian intelligence agent with a deadly radioactive poison.

What the killers may not have reckoned with is that the polonium 210 that killed Alexander Litvinenko, believed to be the only man ever killed with a nuclear poison, left a powerful radioactive "scent" as it was brought to London and inflicted on him.

Developments in the fast-moving tale, which has echoes of a spy thriller, include the revelations that:

• The assassins were so bungling that they dropped the polonium on the floor of a London hotel room, a senior government source told The Daily Telegraph yesterday.

• Scientists at the Atomic Weapons Establishment at Aldermaston are believed to have already identified the nuclear plant which made the polonium.

Anti-terrorist officers at Scotland Yard believe the polonium was brought into London on a British Airways flight from Moscow on Oct 25, a week before Mr Litvinenko fell ill.

• The Home Secretary told the House of Commons that 12 sites had shown traces of radioactivity and four aircraft were being searched by scientists with sophisticated tracing equipment.

• Aides to Yegor Gaidar, a former prime minister of Russia who fell ill in Ireland last week, claimed he too had been poisoned.

• And detectives are investigating letters smuggled out of Russia which purport to show the existence of a secret squad set up to target Mr Litvinenko and others. Scotland Yard has been passed copies of two letters apparently written in jail by former Russian spy Mikhail Trepashkin, one of which warns Mr Litvinenko that both he and his family are at risk.

The trail of the alpha-radiation was so strong that detectives have been able to follow it across London.

The trail

The senior government source, who is aware of the discussions of the Cabinet’s emergency committee, Cobra, said the picture of the killers that was emerging was closer to bungling assassins than cool James Bond-type killers.

Clear traces of the radiation were found on the floor of a room, thought to be in the Millennium hotel in central London, the source said, as well as on a light switch in the same room. The traces were so strong that they indicated the actual source of the radiation was present, not a secondary source such as excretions from Mr Litvinenko’s contaminated body.

Friends of Mr Litvinenko say that he did not visit the rooms in either of the hotels.

The potential political fall-out from the affair grew as it emerged that the Atomic Weapons Establishment can identify the plant at which the radioactive element was made and are in fact thought to have done so. If that is, as many suspect, in Russia, it could cause acute embarrassment to President Vladimir Putin’s government because its head of nuclear security said recently that no similar material had gone missing in the country.

So new is this type of killing that the murderers may not have known how clearly their weapon of choice would show up, like a glowing trail of footprints around London, followed by Aldermaston scientists with machines called scintillation detectors.

John Reid, the Home Secretary, told the Commons yesterday that traces of radiation had been found at 12 out of 24 sites inspected by experts and that a fourth aircraft was being studied in addition to the three BA flights already grounded and searched. One of those planes, BA Flight 875 from Moscow on Oct 25, is believed to have carried the polonium to London, with traces found on seats and overhead luggage space in both economy and business class.

Last night British Airways announced that one of its three Boeing 767s removed from service following the discovery of low traces of a radioactive substance was given the all-clear by UK government agencies.

The Health Protection Agency (HPA) said it did not believe overall that passengers on the aircraft - registration G-BZHA - were at risk over the past month. The Civil Aviation Authority (CAA) has also given its clearance for the third aircraft - registration G-BNWB - currently in Moscow, to return to Heathrow, where it will undergo testing.

The aircraft will return to Heathrow today. A Boeing 737 belonging to Transaero, the only privately-owned airline in Russia, was inspected and cleared at Heathrow yesterday after arriving from Moscow.

Mr Reid said a further Russian plane was "of interest" to police and radiation experts. The studies were all related to the death from radiation poisoning of Mr Litvinenko, the former Russian intelligence officer, in a London hospital last week.

Mr Reid told the Commons that an initial sweep by Home Office scientists found low levels of radioactive traces on the two British Airways Boeing 767s at Heathrow.

By last night about 5,500 of the 33,000 people who had flown in the affected planes on 221 flights between Oct 25 and Nov 29 had contacted BA. It was later confirmed that Tessa Jowell, the Culture Secretary, and Lord Coe were on the cleared jet.

Mr Reid confirmed that the risk to air passengers was "very low indeed", but said the Government was exercising great caution.

He said that of the 1,700 people who had called to express concern about contamination by 11pm last night, none had so far tested positive for signs of radioactivity.

Doctors have sent a total of 193 people for urine tests to see if they have been exposed to radiation, including healthcare workers, and staff and visitors to the locations where radiation has been found.

An inquest into Mr Litvinenko’s death was opened and adjourned in London yesterday and his body will be released to his family after a post mortem examination today.

http://www.telegraph.co.uk/news/main.jhtml?xml=/news/2006/11/29/npoison29.xml

Murdered spy saved my life, says Berezovsky

By Duncan Gardham
Last Updated: 2:00am GMT 30/11/2006

Boris Berezovsky, the billionaire Russian exile, yesterday broke his silence over the death of his friend Alexander Litvinenko to say the former spy had saved his life.

Litvinenko, then a lieutenant-colonel in the KGB successor the FSB, was arrested by the Russians after claiming that he had been told to organise the assassination of Mr Berezovsky.

The businessman, who was one of the most powerful men in Russia, fled to Britain where he was granted asylum. He organised Litvinenko's escape through Turkey.

Yesterday the Russian oligarch said he was "deeply saddened" at the loss of his friend.

"I credit him with saving my life and he remained a close friend and ally ever since," he said. "I will remember him for his bravery, his determination and his honour. All of my thoughts are with his bereaved wife Marina, his son and the rest of his family."

Mr Berezovsky's comments came as police announced they were searching for radioactivity at another hotel, the Sheraton in Park Lane, as they try to trace Litvinenko's trail across London on Nov 1, the day he was taken ill. They are also investigating an office building in Grosvenor Street, Mayfair.

Mr Berezovsky employed the former secret agent and visited him as he lay dying from radiation poisoning in University College Hospital last week.

Traces of polonium-210, the radioactive element thought to have killed Litvinenko, were found at Mr Berezovsky's office in Mayfair after the spy apparently visited him to show him a "hit list" he had been given with both their names on.

Later, it emerged that 40 staff at UCH and Barnet hospital were potentially at risk from poisoning.

On his death bed, Litvinenko had accused Vladimir Putin, the Russian president, of killing him.

Mr Berezovsky did not repeat the allegations yesterday but said: "Many of Mr Litvinenko's friends and I have already publicly expressed our views about what we think might have happened. Therefore I believe the most helpful course we can take is to let the police get on with their work.

"I have complete faith in the British authorities and the police. They are conducting a thorough and professional investigation and we should now wait for the results."

The Health Protection Agency said eight people from more than 1,100 who called a national helpline were being treated for possible symptoms of radiation poisoning.

A further 40 health workers have been referred for tests but the results will not be known for several days.

Radiation has been found at the Itsu sushi restaurant in Piccadilly where Mr Litvinenko had lunch with Mario Scaramella, an Italian investigator, and at the Millennium Hotel where he met two former KGB officers, now back in Moscow.

The office of a security firm which employs Major-General John Holmes, the former director of British Special Forces, has also shown signs of radiation along with another address in the same street, as has Litvinenko's home in north London. Mr Scaramella flew back to Britain yesterday to talk to police.

"I have always said I am willing to help them and that is why I am here," he said.

Litvinenko's brother, Maxim, also flew to London from Italy, where he has already spoken to officers from the Italian special branch DIGOS.

London's inner north district coroner Dr Andrew Reid said an autopsy and examinations of Litvinenko's body would be carried out to investigate the cause of his death.

Tony Blair, speaking in Copenhagen after talks with the Danish prime minister, discussed Mr Litvinenko's death for the first time, saying there would be no barriers in the way of a full investigation.

"I haven't spoken to President Putin but I will do so at any time that is appropriate," he said.

The Kremlin has dismissed reports of its involvement as "nonsense."

Cool
Wink

Spy death was murder say police as poison case takes fresh twist
Tony Halpin in Moscow and Daniel McGrory in London

British detectives have questioned a Russian businessman who entertained Alexander Litvinenko in a London hotel on the day the former spy fell ill.

At the same time Scotland Yard confirmed that the investigation into Litvinenko’s death by radiation poisoning had become a murder inquiry.

Police have been following the trail across London left by Dimitri Kovtun and his close friend, Andrei Lugovoy. It includes a number of locations where polonium-210 has been found.

Mr Kovtun was interviewed by Russian prosecutors yesterday in the presence of the British detectives, who arrived in Moscow on Monday. He and and Mr Lugovoy were in the same Moscow clinic last night being tested for contamination by polonium-210.

Diplomats in the Russian capital also confirmed that traces of radiation had been discovered in the British Embassy, which the businessmen visited shortly after news of Litvinenko’s poisoning became public. The two men gave written statements to embassy officials and expressed their willingness to co-operate in any British inquiry.

The lawyer representing the two businessmen, Andrei Romashov, emphasised that they were being treated “as witnesses”. He disclosed that Mr Kovtun had also been interviewed briefly on Tuesday about his two trips to London.

A third Russian businessman, Vyacheslav Sokolenko, who also flew to London to watch a football match on November 1, is on the list of men British detectives want to meet.

All three men met Litvinenko at the Millennium Hotel in Grosvenor Square, London, and were among the last to see him before he succumbed to the effects of the radiation poison. They have all strenuously denied any part in his death.

Mr Lugovoy, a former KGB officer whose company is worth £50 million, has said that he believes he has been framed and is worried about how seriously he has been contaminated by polonium-210. There were reports last week from Moscow that he had been tested and showed no signs of exposure.

He denies he is trying to avoid a meeting with the detectives and says that he is fed up with allegations that he was involved in the poison plot.

Detectives working on the London end of the murder inquiry are concentrating on identifying where Mr Lugovoy went and whom he met during three trips he made in the fortnight before his former colleague was fatally poisoned.

What police have found startling is that at eight locations on the Lugovoy trail traces of polonium-210 have already been found; experts are still testing other sites.

Mr Lugovoy visited five of the sites with Litvinenko, including the Itsu sushi bar where friends of the former KGB colonel suspect he was poisoned. Mr Lugovoy says that he went there on October 16 at Litvinenko’s invitation. He told The Times: “It was one of his favourites in London. He said it was a good place to talk.”

But the poison victim was never at the Arsenal football ground, where Mr Lugovoy and a party of wealthy Russians went to watch a match on November 1. Nor was he on either of the two British Airways Boeing 767s on which Mr Lugovoy flew from Moscow and on which radioactive material was discovered.

Police are surprised that polonium-210 was found in guest rooms at both the Millennium Hotel and at the Sheraton Park Lane, when Mr Lugovoy maintains that he met Litvinenko only in the public bars and the foyers of both hotels. Mr Lugovoy’s version of events is that whoever poisoned his former colleague also contaminated him to implicate him in the plot and draw police away from the real culprits.

He and Mr Kovtun have been friends since their teenage days, when they went to the same military academy. The third man on their football trip to London, Mr Sokolenko, was at the same army college.

Mr Kovtun says that together they built up the Pershin company and that they met Litvinenko to discuss a business proposal.

Russian security service 'led poison plot'
Stewart Tendler, Michael Evans and Daniel McGrory

Intelligence services in Britain are convinced that the poisoning of Alexander Litvinenko was authorised by the Russian Federal Security Service.

Security sources have told The Times that the FSB orchestrated a “highly sophisticated plot” and was likely to have used some of its former agents to carry out the operation on the streets of London.

“We know how the FSB operates abroad and, based on the circumstances behind the death of Mr Litvinenko, the FSB has to be the prime suspect,” a source said yesterday.

The involvement of a former FSB officer made it easier to lure Mr Litvinenko to meetings at various locations and to distance its bosses in the Kremlin from being directly implicated in the plot.

Intelligence officials say that only officials such as FSB agents would have been able to obtain sufficent amounts of polonium-210, the radioactive substance used to fatally poison Mr Litvinenko only weeks after he was given British citizenship.

MI5 and MI6 are working closely with Scotland Yard on the investigation. A senior police source told The Times yesterday that the method used to kill the 43-year-old dissident was intended to send a message to his friends and allies.

“It’s such a bad way to die, they must have known,” the source said. “The sheer organisation involved could only have been managed by professionals adept at operating internationally.”

Nine Scotland Yard detectives are in Moscow, and they are determined to question a number of well-connected businessmen, despite a warning yesterday from Sergei Lavrov, the Russian Foreign Minister, that speculation over the poisoning is straining relations between the two governments.

“It’s unacceptable that a campaign should be whipped up with the participation of officials. This is of course harming our relations,” Mr Lavrov said during a visit to Brussels.

He said that he had spoken to Margaret Beckett, the Foreign Secretary, “about the necessity to avoid any kind of politicisation of this matter, this tragedy”.

British ministers insist that diplomatic sensitivities will not be allowed to obstruct the scope of the Yard investigation.

John Reid, the Home Secretary, who was also in Brussels briefing his European counterparts on the Litvinenko affair, said: “The police will follow the evidence wherever it goes.”

The main figure that the British counter-terror team want to question is Andrei Lugovoy, a former FSB agent.

He made three visits to London in the fortnight before Mr Litvinenko fell ill and met him four times at various restaurants and bars.

Mr Lugovoy, who is a successful entrepreneur, was briefly imprisoned in Moscow after he left the FSB. After his release his business career thrived and his company is reported to be worth more than £100 million.

Two hotels in London in which he stayed had traces of polonium-210, as did a British Airways aircraft that Mr Lugovoy travelled on.

He was among three Russians who last met Mr Litvinenko at the Millennium Hotel on November 1, the day that he fell ill.

Last night Mr Lugovoy told The Times that he and two business associates, Dmitri Kovtun and Vyacheslav Sokolenko, were ready to meet detectives.

The men have all denied involvement in any poison plot. Mr Lugovoy claims that he and his wife and children have been contaminated by polonium-210 and says that he is being “framed” for the killing.

Intelligence officials believe that a sizeable team was sent from Moscow to smuggle radioactive polonium-210 into Britain and to shadow Mr Litvinenko.

The judgment by British Intelligence has been strengthened by the knowledge that the FSB has legislative approval for eliminating terrorists and enemies of the state abroad, after the passing of a controversial anti-terrorism law in the summer.

The Yard team that arrived in Moscow last night has been told to take as long as it needs. Unlike in orthodox terrorist attacks, there is little chance that the killer is still in Britain and ready to strike again. Detectives have been warned to expect official obstruction from Moscow.

Sir Ian Blair, the Commissioner of the Metropolitan Police, and his senior officers are being kept briefed daily on the progress of the investigation. The Health Protection Agency said that police have asked them to examine three addresses for traces of polonium-210.

An Italian intelligence expert who had lunch with Alexander Litvinenko on the day that he was poisoned was receiving emergency treatment in hospital tonight after testing positive for the same deadly radioactive isotope that killed the former Russian spy.

Mario Scaramella met Litvinenko at the Itsu sushi bar on Piccadilly on November 1, three weeks before the Russian succumbed to the radioactive toxin. Detectives investigating Litvinenko's death, who have painstakingly traced his movements that day, believe that he must have been poisoned at the restaurant.

Mr Scaramella, who has denied any involvement in the poisoning, said earlier this week that doctors had given him the all-clear. "I’m not sick, that’s for sure," he told the BBC. But sources close to the case today said that a "significant" amount of polonium-210 was found in Mr Scaramella's body.

The Home Secretary, John Reid, said this evening that a small amount of polonium had also been detected in an adult member of Litvinenko's family.

It was still unclear whether the Italian, who had not been displaying any signs of radiation poisoning, is unwell but the Health Protection Agency said that the amount of polonium discovered was enough to cause health problems.

The HPA, which has tracked contamination in the case so far, would not confirm that the second person to test positive for polonium-210 was Mr Scaramella but said the man had been "in direct and very close contact with Mr Litvinenko".

"There is likely to be concern for their immediate health," the agency said.

Mr Scaramella, who flew to London last week to help with the investigation and has been kept in a secure location outside the capital, was being treated at University College Hospital, where Litvinenko died last Thursday night.

The discovery triggered another Cobra meeting of Britain's top security officials and a health warning to the Italian Government. Mr Scaramella flew back to Rome after his meeting with Litvinenko, raising the possibility of similar low-level contamination of aircraft as has been found on flights between London and Moscow in the run-up to November 1.

"We have officially informed the Italian government because they may now need to take steps," said a spokesman for the Cabinet Office, where Cobra meets. "For example, they have the same predicament about airlines that we faced because Mr Scaramella flew out of the country."

At his lunch with Litvinenko, Mr Scaramella has said that he gave the Russian a "hit list" of planned assassinations by agents of the FSB, Russia's security service, on which both their names featured. He has said that he doubted the reliability of the information but found it alarming nonetheless.

Mr Scaramella is a professor of environmental law who worked for the Italian Parliament's Mitrokhin Commission examining KGB activity in Italy in the late 1990s. He met Litvinenko during his work for the commission and has said that the alleged hit list also included the name of Senator Paolo Guzzanti, the former chair of the investigation.

Little concrete is known of Mr Scaramella. He is believed to be 36 years old and has claimed to work as a security agent for the Italian Government, the CIA and Colombian authorities.

The Italian Foreign Ministry has denied that he is a member of SISMI, the Italian secret service, although his official specialisation in environmental law has led him to some strange and violent places. Two years ago, he survived an alleged assassination attempt in Naples when he was shot at while attending the demolition of an illegal building constructed by a suspected Mafia don.

In a further complication to an already dizzying case, it also emerged today that Scotland Yard had been handed other letters purporting to show the existence of a secret squad set up to target Litvinenko and others.

Litvinenko's friend, Alex Goldfarb, said that he handed copies of two letters to Scotland Yard yesterday that were apparently written by the former Russian intelligence officer Mikhail Trepashkin while he was in prison. In one, Litvinenko is warned that both he and his family are at risk.

Trepashkin, who worked for the FSB, the KGB's successor, until 1997, was tried in 2004 accused of being a British spy and passing secret information to Litvinenko and his friend, the tycoon Boris Berezovsky, both exiled in London.

In one of the letters, written to Litvinenko on November 20, Trepashkin recalled a warning he gave him in August 2002 that he and his family were at risk from the FSB.

Trepashkin wrote that he had met an FSB contact near a Russian railway station who told him that a "very serious group" had been set up, which "will knock out all those associated with Berezovsky and Litvinenko".

In the second letter, written to Mr Goldfarb on November 25, Mr Trepashkin offered to be a witness in the British investigation. Mr Goldfarb said the offer was genuine.

News of Mr Scaramella's contamination came as a team of three pathologists carried out a post-mortem examination on Litvinenko's body at a London hospital — at which radiation levels were being carefully monitored.

Scientists hope that the post-mortem will help them to pinpoint the exact origin of the polonium-210, which is thought to have been brought to the UK from Russia.

The Litvinenko mystery appeared to take another extraordinary twist yesterday when the family of a former Russian Prime Minister, Yegor Gaidar, claimed that he had also been poisoned.

Mr Gaidar, Russia's first post-Soviet premier and the chief architect of the country's market reforms under Boris Yeltsin, was at a conference in Dublin when he began vomiting blood last Friday.

"This was an unnatural poisoning," an aide said. "Doctors do not see natural causes of poisoning involving any substance known to them." Mr Gaidar's daughter, Maria, said that her father had succumbed to "a poison unknown to civilian medicine".
